John liny, increUry of UU), uiaki-i tliia cm- pliatlc alateinnnt rearinK tliealleifed aeciet alliaii( between Kfujland and the United Ktale: "Tliarsla no alliance with England, nor with any ir under the heavens, eicept thoae known and published to tbfl world, the trKatlet of ordinary Inter national friendabip for the purpo of buiiifin and commerce. No treaty other than these eiitt; none ha been aUKK"lol on the other aide; none is in contemplation. It h nerer entered in to the mind of the president nor any official of the government to forsake, un der any inducement, the wise precept andeiample of the fathers, which for ha le entangling alliances with Kuroiean powers." The foregoing statement was made by Secretary Hay In a letter expresaing re gret at his Inability to tike part iu the 0ening of tiie republican campaign in Ohio. Touching upon the iaaue of the campaign, the lecreUry says: "Our opponents this year are in an unfortunate poaition. They have loat , for all practical purposes, their political stock in trade of recent years. Their money hubby has collapaed under them. Their orators still shout 10 to 1 from time to time from the force of habit, hut they are like wisdom crying in the atret'lN, in one repect at least, becau 'No man regardulli tlie.u.' With our vaults full of gild, with a sufficiency of money to meet the demands of a volume of b Hirteits unprecedentedly vaat and profitable; with labor generally em ployed at (air wag, with our commerce overiihadowing the world, with every dollar, with our finances as firm as a rock, and our credit the best ever known, it is no lime for Qnancul mountebanks to cry their noitrums in the market places with any chance of being heard. "It is hopeless to try to resuacitate 'lie corpse of free trade. The IHngley tariff, the legitimate sacreaaor of the McKinlcy hill, Hut name of good augury, has ju.ititlod ilelf by its works, It is not only true that our domestic trade has reached proportions never before at tained, but the American policy of pro-, tection, the policy of all our most illus trious statesmen, of Washington end Hamilton, Llncoln.Grantand McKinley, has been triumphantly vindicated by the proof that it is as efficacious in ex tending our foreign commerce as in fos tering and stimulrtting our home indus tries. "What is left, then, in the way of a platform? The reign of trusts, which ; the republicans can themselves manage, having all the requisite experience, both of legislation and business; and the war which it seems was too beneficial lo the nation to suit the democratic leaders. We have been able to give in our time some novel ideas to the rest of the worlJ, i and none more novel than this, that a great party should complain that the results ol a war were too advantageous. It will be hard, however, to convince the bulk of our people that we are worse otTbecsuao our flag has gained great honor, our possessions have been ex tended, our position in the world in creased and our opportunities for work and usefulness enormously widened through the fortunes of war and the vnlor of our sailors and soldiers. Being in this desperate need of arguments, it is not strange that they should have re course to fiction. "An attempt is made in the Ohio democratic platform to excite the preju dice of certain classes of voters against the present administration by accusing it of an alliance with England. The people who make this charge know it to be untrue; their making it is an insult ! to the intelligence of those whose votes ; they seek by this gross misrepresenta tion." Continuing, the secretary makes the positive denial quoted in the foregoing, and Bays : "Even the men who wrote the Ohio platform know there .is no alliance; but they soek to make capital in this cam paign out of the undeniablA fact that our relations with England are more friendly and satisfactory than they have ever been before, It is hard to take such a charge senoumy. in uiu utuue m cum- i mon sense, let me ask what is the duty ! of the government, if not to cultivate, ! wherever possible and profitable, rela- ' tions with other nations, and if with other nations, why not with that great ' kindred power which stands among the greatest powers of the world? What I harm, what menace to other countries is I thore In this natural and beneficent frhndahip? Only a narrow and pur blind spirit could see in it anything ex clusive. It is a poor, starved heart that has room for only one friend. It Is not with England alone that our relations are Improved, Willi Itussis, our old time friend : with the great Oerman em pire, to which we are bound by so many ties; with our sister republic of France; with Italy, AuHtna, and, in short, every European, every Asiatic nation, our relations are growing in intimacy and cordiality every year, and oar friendohip with our neighbors to the south of ns, from the Ilio Grande to Cape Horn grows firmer, more genuine day by day. takkn ir nutria birhkm. Portland made a move toJay that it is confidently hoped will result In the troops now stationed near here being outfitted here with sup plies and started direct from here for the Philippines. A fair share of the big transport busi ness being done by the government rightfully belongs to Portland, ss one of the leading ports of the Pacific, and the matter of securing it is now to be pushed. A well-attended and enthusiastic meet ing ot the trustees of the Portland Chamber of Commerce was held, and an active interest was manifested in the im portant matter of increasing Portland's trade. In regard to shipping troops and sup plies to Manila direct from Portland, the subject was discussed, and an invitation was extended to Hon. Joseph Simon, United States senator from Oregon, to go to Washington and fairly present the matter to the war department. E. T. Williams, of the North Pacific Lumber Company was invited to accompany Mr. Simon as a representative of the Port land Chamber of Commerce. Mr. Williams is thoroughly informed on the shipping facilities of Portland and the sire of the many deep-sea vessels that load here, and is peculiarly well-adapted for this mission.
