The results of the autonomist govern ment in Negros are disappointing. Labori and his wife left their house together, but just before the outrage she turned back, having forgot her card of admis sion to tho court. While she was gone, M. Labori, met Colonel Piquart and M. (last. Immediately afterwards a man shot him. Ilia wife arrived while M. Labori was lvimr on the around and Colonel Picquart and M. Cast were pur suing tue murderer. M. Labori turned to his wife and said: "Goto the court and ask them to suspend the sitting." Mine. Labori ran into court, gave the news that her husband had been shot and ran back to him. She sat down on the ground beside her husbund and took his head in hor lap. During the interval while Colonol Picquart and M. Cast were pursuing the murderer, and before Mme. Labori arrived, M. Laborl.thinking him self mortally wounded, said to a bystand er: It I die, tell my wife my last thoughts were for her." After the shooting the would-be mur derer ran across the fields until he reached a railroad ; he dashed across the track in front of train just arriving, and disappeared in the dense woods. Colonel Picquart and IS.. Gash pursued the murderer for some distance, but. as 'both were heavy men, they were unable to continue the pursuit, and returned to Washington, Aug. 15. General Brooke will be called to Washington to consult with Secretary Root concerning affairs in Cuba. The secretary desires to have the benefit of General Brooke's knowledge of things in the island before he reaches definite conclusions aa to a future iKilicy for Cuba. No date has been fixed for General Brook's visit, but it will no doubt be determined by the developments ot the situation and before the secretary begins his antual report to the president. Colonel Kennon, of the Thirty-fourth infantry, recently apiointed, but who has been on duty at Havana as assist ant adjutant-general, had a long confer ence with secretary Root today. Colonel Kennon assured both the president and Secretary Root that the course which General Brooke is pursuing meets with general approval and ia of tbat careful and conservative nature required by the conditions in the island. It is necessary to make radical changes, but the policy of the general is to make the old fit the new with as little friction as possible. As to elections in Cuba, Colonel Ken non told the secretary that he thought the time is still somewhat distant when they can be held to advantage. By a provision in the peace treaty, the Span ish residents in the island were given one year from the day ot exchange of ratifications in which to declare their prelerence as to citizenship. Elections cannot be held, he said, until after the year elapses in justice to this clas3, The desirability of leaving the matter open is apparent, said Colonel Kennon, because a large proportion of the property is owned by Spanish subjects, and if it can be demonstrated to them what their in terests will be in becoming Cuban citi xens, it will be better for the future of the Island. Colonel Kennon said the people of Cuba are fast coming to the conclusion that the interests ot all will be best sub served by the people accepting Cuban citixenship, and by the Cuban and Span iard classes acting in harmony, and while they do not mix well at present, the feeling of irritation is wearing away.
