This is in reference to the lending of state school money, of which I am authoritively Informed there Is f 100.000 in the treasury, lying there w itho.it profit to the state. As tlrat introduced, it aulhotised the state board to lend the money at a rate not leas than six, nor mote than eight per cent, thus leaving the rate discretionary with the board to that extent. It was advocated by a considerable iuiuiUt that the state should receive for its money the liinhent rate of Inleieat obtainable, and this w as claimed to be the business view of the cane, but on the other hand it was claimed that this would tend tJ keep the money in the vaults, which would natur ally give rieo to Buxpiciou as to its use. There were those present as usual, advo cating ft sliding scale, (rem six to eight por cent, but ss Senator Rrownell, a warm friend of the common people, with the able asaistauce ot Senator Mulkey, of Polk county, made a hard fight for it, the measure was csrried through the Bcnate successfully, and has been trans mitted to the house, (or the consideration of that body. As the state always ex acts real estate security, this will enable farmers whose (arms are encumbered with mortgages at a high rate of Interest, to re.leein the same and procure a loan at a reduced rate of interest. The pas sage of this bill was in keeping with the mesxage sent both houses by the gover nor, requesting such action, hut Senator Rrownell, seeing tlio great need of this measure, forestalled his excellency by introducing this bill the second day of the seeaion It Is generally understood that the bill will meet with prrctically no opposition in tho house Junction City Times.
