At last the Oregon recruits have sailed
for Manila after being kept at San Fran
cisco for nearly six months.
. Tut empress dowager of China is no
figure head in that country. She shows
capacity for affairs that would do credit
to the western world.
PoprusM is on the wane in the state
of Washington and if the republicans
keep op the fight they are bound to win.
The reports are very encouraging.
, : Portland's exports have increased
nearly 400 per cent over W and Puget
Sound has done nearly as well, while
San Francisco has stood still for several
years.
Th government will transport a 1000
tons of Christmas presents from San
Francisco to the troops at Manila free.
Many a heart will be made glad by this
effort of the government.
: Graham Glass, jr is prominently
talked of for Senator Simon's seat in the
State senate. The seat will be filled at
a special election and the committee will
make the nomination.

will have, but there will be no party
advocating free silver in 1900.
Thi sentiment that we should hold
the Philippines is growing every day. If
this country and especially this coast is
to take any considerable part in the
Asiatic trade, these islands are necessary.
The good sense of this administration
will see that we do hold them.
M(7ltnomah county bad a law enacted
at this session of the legislature making
three commissions in the county for the
transaction of county business. It is
claimed by friends of the county judge
that it was simply trying to get him out
of the board in doing county business.
Tbb Marion county election frauds are
going to be ventilated and some of the
seven men indicted have more than one
cargne to face. It is hoped that the facts
will be brought out and the guilty parties
made to suffer, no matter to what party
they belong.
Governor-Elect Geeb has the sincere
sympathy of the entire state in the loss
of his beloved wife. No man has a
stronger hold on the people than the
governor-elect, and they sympathize
with him in his trouble. Mrs, Geer was
a very estimable lady and her friends
were only numbered by the people that
knew her.
The law by which the rejected volun
teers are to receive pay for the time they
were waiting before being rejected is a
good one, and will receive the endorse
ment of all parties. These parties
offered their services and were rejected
for some minor defect and that they
should be paid for the time spent before
being rejected is only just.
"Mokit and slik snpplie needed" is
the cablegram received front the Port
land nurse, Dr. France E. Woods, at
Manila. This shows that conditions are
not good at that place and action at
once is needed. That action will be
taken at once in Oregon goes without
saying.
Tin fish law just passed in the most
stringent one ever In force in the state,
It closes the Clackamas river entirely
and a thousand feet from its mouth on
the Willamette. Fishermen and can-
nerymen have to pay a license to engage
in the business and this money goes to
ward the prorogation of salmon. The
fish commissioner has control of the
entire matter as well as the state hatch
criee and he is appointed by the gover
nor. All parties engaged in the bus!
nees think the law is the best yet enac
ted.
Tui repeal of the railroad commission
and the State board of equalisation with
emergency clauses abolishes these boards
at once and saves the state $30,000 a
year. At the regular session, a board of
equalisation composed of the governor,
secretary of state and treasurer, will un
doubtedly be formed as it should be.
State equalization is a necessity and can
be performed by these officers with a
small outlay. The principal outlay was
the transcript of the county rolls sent to
the state board and this was an utterly
useless expense as a summary would do
as well.
Ix the death of Hon. John Kruse
Clackamas county and the state loses
one of ber best citizens. Men of his
character are rare. Every trust com
mitted to his hands was carried out in
its highest and strictest sense. He was
called on to fill many responsible posi
tions and always with credit to himself
and fidelity to all concerned. The
world is better that such men have lived
and taken part in its affairs. ' His life
was an inspiration to all who were
called to associate with bim. Every
man that knew John Kruse will say that
the world has lost a good man. His
place will be long vacant among his
friends and neighbors.
The senate refused to pay the hold
up legislature of 1807 but the house in
sisted that all the members of that legis
lature should reoeiye their pay whether
they were the ones that took the oath
and honestly tried to organize, or those
who helped to bold that body up. It
took a conference committee to settle
this and some other difference between
the two houses. The committeess tak
ing the ground that the best way to pre
vent their claims from being constantly
brought before the legislature was to pay
them and get the matter out of sight. The
report of the committee was adopted
but not without s vigorous protest
from the senate. It came up in such
shape that a record vote could not be
taken although a large part of the sena
tors wanted to get on record against pay
ing the claims of this notorious legisla
ture. Beats the Klondike.

gaging the peace commission at Paris.
The militia has subdued the strikers
at Vlrden, 111. The dead number 14.
The president goes east through Iowa
to St. Louis.
Emperor William has sailed for the
Holy Land.
It is reported that the Lake Atlln
county Is very lich in gold.
Washington volunteers say that they
wereuafalrly treated as they had too
much police duty and want to be mus
tered out.
The government has N war vessels
under contract and will soon have the
third navy in the world. '
Saturday, October 15.
A military plot directed against the
French government has been discovered,
prominent men are Involved and the
imperialists are suspected of backing it.
Gen. Shafter gave au address at
Omaha on the Santiago campaign.
The Paris railroad strike Is a failure
as workmen refuse to quit.
Italian anarchists are arrested at
Alexandria. They had a supply ot
bombs and are supposed to be engaged
in a plot against the German emperor,
who was at that place.
Yellow fever is increasing In Miss.
The loss of the Maine will probably
figure in the peace proposals at Paris.
Seven indictments have been returned
against the parties supposed to have
been engaged in the election frauds in
Marion county.
Battery A waa mustered out today at
Vancouver.
There are bad sanitary conditions at
Manila and an epidemic of typhoid fever
is feared.
The sailor boarding house business is
receiving attention at the chamber of
commerce at Portland and reforms will
be undertaken. ,
Judge George in the circuit court
sustained the one o'clock closing ordi
nance. All trade reports still bIiow a heavy
business through the country.
Sunday October 10.
The wreck of the Mohegan caused the
loss of 1 16 ot those aboard. The accident
took place off the coast of England.
It is not known how the vessel got in the
position she did, for she ran on the rocks
and sank in twenty minutes.
The trench must withdraw from the
upper Nile or go to war with England.
Spain's first demand that America as
sume part of the Cuban debt is posi
tively refused by the Americans.
President McKinley arrives In Chicago
to take part in the peace jubilee. -
The Germans want a regent while the
Emperor is in the Holy Land.
Gomez Is obstinate and refuses to dis
band his army although requested to by
his associates.
Boston won the base ball pennant.
The beet sugar plant was opened at
La Grande.
Monday October 17.
The president and his party attend the
great peace jubilee at Chicago.
A New York regiment was the first to
enter the capital of Porto Rico, and it
will soon be under the control of the
Americans.
Hobson is confident that be will raise
the Cristobal Colon,
The national Democracy has issued a
circular for free trade and gold.
The dowager empress of China is or
ganizing boards of trade and is posing as
a reformer.
The plot to kill the Kaiser, of Germany
at Alexandria included the killing of
King Humbert, of Italy.
The second army corps will not go
south until cold weather sets in as yellow
fever Is feared.
Many bodies have been recovered from
the Lizard wreck. The cause of the ac
cident is still a mystery.
The funeral of Mrs. Geer took place
at Salem Sunday.
The torpedo boat Davis recently con
structed in Portland has made a trial
trip at the rate of 28 miles an hour.

A railway accident in England kills
and Injures twenty people.
The British ship lilengtelt burned off
the coast oi England with the loss of
eleven of the crew and the caplalu's wile
and children.
The occupation ot Cuba is to begin at
once. Gen. Lee will probably command
the first expedition.
It la claimed that had Spain known
the effect ot the climate on the Ameri
can troops she would never have quit
whon she did.
One ot the earliest storms on record
has prevailed throughout the southwest,
all wires are down.
Eight hundred men loft San Francisco
yesleiday for Manila including the Ore
gon recruits.

D. J. Fry, a druggist, ot Salem, has
been arrested for not using revenue
stamps on drugs.

Admiral Dewey will arrive at San
Francisco Dec. 0th on leave of absence.
The peace jubilee at Chicago was
opened with speeches by the leading
men ot the country.
Porto Rico is now ours, the Stars and
Sripes were raised over the palace at
Saa Juan at noon Tuesday October 18.
The emperor ot Germany visited the
Sulton of Turkey at Constantinople at
he Sultan's palace.
Smallpox has broken out at Dawson
City and the mattei has brought much
discouragement.
A colli Ion between the Shaver and
Potter in a dense tog Tuesday morning
near Deer Island at 2 :30 resulted in the
sinking ot the Shaver. No lives were
lost.
The American peace commission refuse
to assume the Cuban debt in any form,
or to assume sovereignty over the Island
leaving the Island to the control ot Its
people.

Agulnaldo claims that Dewey promised
the insurgents their freedom.
England insists on a settlement with
France now. In the upper Nile country.
State attaches the penitentiary stove
plant for its pay from Ioewenberg.
The peace commission is at a stand
still as the Americans demand the evac
uation ot Cuba by Nov. 1 and will as
sume no part ot the national Cuban debt.
Spain asks for time.
Wheat is moving freely, eight vessels
loading In Portland.
F. J. Eldrldge, a Marion county man
had both barrels of a shot gun emptied
into hi m but refuses to state who did It.
Hundreds ot victims are set tree from
