A meeting ol the Repunllcan Central
Committee of Clackamas County, will be
held at the office of the secretary in
Oregon City, on Saturday March 5th,
1808 at the hour cf 1 :30 p. m. for the
purpose of fixing the dates for holding
the primaries and county convention, ap
portionment of dolcgates, and the tran
saction of any other business that may
bo brought before the meeting.

time Ut holding primary flections Is

primary election in Oregon. On this
tihject there is in Oregon absolutely no
law whatever except In cities of 2,000
Inhabitants and that law Is as good as
none. In all except city precincts there
are no regulations Usaice has mails tl
only primary election law there Is In Or
egon. The polls are oien between such
hours as the committees In charge may
determine. Judges arid clerks are like
wise appointed or elected by the electors
present at the opening of the polls; or, if
the primary Is by mass assembly rather
than by ballot, there are of course no
judges or clerks. Only those who would
be entitled to vote at the general election
next following are supposed to take part
In the primaries, and then the aupnosi
tion Is that they will offer their au(T'ae
at only the primaries conducted by the
political party of their preference. But
so far as the law Is concerned, democrats
and populists could vote at republican
primaries (and vice versa), provided the
Judges of election would accept their bal
lots. However, the inborn honesty of
the human race has herelolore asserted
Itself so prominently at Oregon primary
elections that opposing politlia pirties
have not sought to capture the primaries
of their friends, the enemy.
The Willamette Rebeca lodge will give
an entertainment on Tuesday evening

Senator Brownell will deliver an ad-
drnas to the Republican club at Milwsu
e Saturday evening, March 12th.

The people of Belgium evidently be
lieve in training their childreu iu hub
it of economy. Possibly no bettor
method of convincing the young folks
of the wisdom of looking after small
things coo Id have been fonnd than that
resortod to in the pablid schools of
Brussels. The Outlook give the result
of the experiment:
Some time ago the childreu were re
quested by their teuchers to gather up
all the waste uud uppurcutly useless ar
ticles that they oould flud ou their wuy
to and from school and to deliver thorn
to their respective leuchers.
For eight months t hu work of collec
tion went on. Such objects as tin foil,
tin onus, piilnt tube, bottle onpsolea
aud refuse uietul were especially looked
after. Tho result wus astouishlug.
Niueteeu hundred mid twenty-five
pouuds of tin foil rewarded the chil
dreu' efforts, together with ' 1,200
pound of inetnl scraps, 4,400 pounds of
bottlo capsules and old puint tubes Hint
in tho aggregate weighed 930 pouuds.
But it wus wbeu the article were
disposed of aud tho money applied to
useful object that the full force of this
eoonomy was manifest The proceeds
oompletoly clothed 600 poor childreu
and seut 00 invalid children to re-
uperation colonies, aud there was a
goodly bulauce left to bo distributed
among the sick poor of the city.
Tho Movable Carriage. Wheel Guard.
Movable carriage wheel guards are
made chiefly for use with light carriages
that are not equipped with fixed guards.
The movable guard is of willow basket
work. In it geuerul outlines it is some
thing like a coat or clouk hunger. It is
made to fit over a section cf the rim of
the wheel. The carriage guard is cur
ried in the oarriage, aud when required
for use to protect the gown of a woman
getting iu or out it is simply held on
the wheel. Exchange.
Butler and Hoar.
Bon Butler, in a oase in the Mussa-

ing on the other side, quoted Job,
"All that a man hath will he give for
bi life." "That," said Mr. Hoar,
"was a plea of the devil in a motion for
a new triul, and I don't think the court
will he more impressed by it ou acoouut
of it modern indorsement."
