The funeral was held Tuesday afternoon, short services being conducted at the house and those of a more public nature at the Presby terian church in Kiijrllrth by Rev. A. J. In his home county he has held the posi tions of surveyor and county clerk. He was chief ilerk of the Oregon legislature during two terms and a dulegate to the republican national convention in 1802 and the first one from Oregon to cast his vote for Harrison. it motive. I'onsessing a navy and claim ing the ports of Cubs, her maritime rights could be asserted, not only for the military Investment of the island, but up to the margin of our own territorial waters, and condition of things would rxihtfor which the Cubans could not hope to create a parallel; while aid Irom within our domain would be even more imposibla than now, with the additional obligation of international neutrality which we would perforce assume. The enforcement of this enlarged and onerous code of neutrality would omy be influential within our own jurisdiction of land and sea and applicable by our own instrumentalities It could impart to the United Statea no jurisdiction be tween Spain and the insurgents. It would give the United States no right of nterveniion to enforce the conduct of the strife within the paramount authority of Spain according to the International code of war. For these reasons, I regard the recog nition of the belligerency of the Cuban insurgent as now unwise and therefore inadmissible. Should that step here after be deemed wise, as a measure of right and duty, the executive w ill take it. Intervention upon humane grounds has been frequently suggested, and it lias not failed to receive my most anx ious and earnest consideration. Hosea Brown the last survivor ol the war of 1812 living on the Pacific coast, passed to his final rest and reward Mon day of this week at the home of Orr Brown on Applegate. Mr. Brown was born In the state of New Hampshire, July 18, 1702, which would make him at his last birthday 105 years old. He seryed in the war of 1812, became a Christian man after the close of the war and has ever been faithful to his govern ment and to the Christian cause he con tinued to love until his death. The G. A. H. of this city took charge of the re mains and the funeral senium was proached at the Christian Chapel, by Stephen Jewell. A large audience assem bled to pay their last respects to a truoly good man. Urant's Bass Courier. The Albany Fruit Co, shipped yester day to Davenport, Iowa, 000 boxes of Oregon winter apples. They are also arranging to ship a car load of winter ap ples to Missouri. There is a good demand for Oregon apples in the East, but they must be flrat-class and in nice condition Tiie Bimetallic Commission. Under the provisions of the act of con gress approved March 3, 1807, for the promotion of an international agree ment rcscting bimetalisin, I ap pointed, on April 14, 1807, Hon. Edward O. Wolcott, of Colorado; Hon. Adlai E. Stevenson, of Illinois, and Hon. Charles J. l'ayne, of Massachusetts, as special envoys to represent the United Slates. They have been diligent in ttieir etlbrt to Becure the concurience and co-opera tion of European countries in the inter national settlement of the question, but up to this time have not been able to secure an agreement contemplated by their mission. The gratifying action ofourureat sis ter republic of France in joining this country in the attempt to bring about the agreement netween the principal commercial nations of Europe, whereby a fixed and relative value between gold and silver shall be secured, furnishes assurance that we are not alone among the larger nations of the world in realizing the international character of the problem and in the de sire of reaching some wise and practical solution of it. The British government has published a resume of the steps taken jointly by the French ambassador in London and the special envoys of the United States, with whom our ambassador in London actively co-operated in the presentation of this subject to her majesty's govern ment. This will be laid before congress. Our special envoys have not made their final report, as further negotiations be tween the representatives of this govern ment and the governments of other countries are pending and in contempla tion. They believe that the doubts which have been raised in certain quar ters respecting the possibility of main taining the stability of tha parity between the metals and kindred questions may yet be solved by futher negotiations. Meanwhile, it gives me satisfaction to state that the special envoys have al ready demonstrated their ability and fit ness to deal with the subject, and it is to be earnestly hoped that tlioir labors may result in an international agreement which will bring about recognition of both gold and silver as monov upon such terms and with such safeguards as will secure the use of both metals upon a Matter In Probate.
