All improvements must come from expenditures above this amount. It ia well known that the narrow tired vehicles are among the most destructive agents known to tbe publio highways. These publio roods may be maintained at a greatly reduoed expense by substi tuting 6 inch tires for tbe inch tires now used. Inasmuch as the cost of the wide tired wheels is not greater than that of those now in uso; also consider ing that they are as durable aa the nar row tire wheels, and the fact just dem onstrated that the druft ia not in creased by their use, but In tho nvorage cose materially decreased, remove the last objection aguiust the gradual adop tion of tho broud wheel on the furms, the country roads and city streets.
