Advices re-1 ceived at the state department late this tion demanded several changes in the K,ernoon fr0.m Mi,lil, ter Thompson, at present laws, all of which were to go into effect prior to the time when the officers elected in June take their places. The must have had some queer ideas relative to the manner in which laws are made. Before proceeding with the work of making a ticket it was determined that each candidate named would be required to come before the convention and de clare himself to be "a middle-of-the-road populist" and this rule was strictly adhered to. This required that the jer son seeking nomination should be pres ent or be well vouched for by some one ' Rio Janeiro, indicate that the Brazilian rebellion is about ended. The Oretwnian of Tuesday contains the following account of a serious acci dent at the pipe works in Oswego: Heavily laden with iron pities, a car shot dowi the incline at the Onwego pipe works Monday afternoon, plung ing through the air fifteen feet and crashed through a scow at its moorings The scow, which was loaded with pipes weighing eighty tons, sank within two minutes, and now lies, w ith its cargo, in twenty feet of water. ine incline ai tne pipe works is a rather longone.and leads from the works to a platform near the river's brink. The pipe for the Bull Run nine line. when manufactured, is placed on a car at the works and let slowly down to the platform by means of a cable wound around a "drum." At the platform it is unloaded and transfered to barges moored fifteen feet from and about ten feet below the platform. The car which started down the in cline yesterday afternoon bore two sec tions of pipe, each weighing five tons. When it had got fairly started, the men at the drum were unable to control it by means of the cable, and it thundered down the track on the incline with ter rific speed. Ho rapid was its transit the men declare that the track smoked and was so heated that the band of one of the men who ventured to touch it was burned. Striking the platform, the car bounded into the air, plunged forward, landed on the scow and crashed through the tim bers. There were several men on the scow who, thinking the car would clear the deck remained aboard. When it landed on the scow, they grasped the hawsers aud endeavored to pull the scow into shallow water. They succeeded in movini it about five feet when it began to sink rapidly, and they were compelled to flee for safety. The scow sunk about one and one-half minutes after the car struck it.
