As the formation of Oregon City pre
cinct No. 3 made it incumbent upon the
court to reorganize the magisterial dis
tricts in and around Oregon City pre
cincts No. 1,2 and 3 and Abernethy,
Ely, Canemah and West Oregon City is
naturally tributary to Oregon City and
more conveniently transacted there than
elsewhere, it was ordered that the
fourth manisierial district embraced all
of the above named territory.

Chicago, Feb. 12. A genuine blizzanl
set in here laet night and continues un
abated. A fierce gale swept from the)
northwest, accompanied by a wet blind
ing snow which is pillinc up in drifts in
the streets, delaying 'incoming trains,
and blocking street car trallic. It is the
wont of the winter and is steadily in
creasing in violence. Advices to the
Associated Tress show the storm is yerj
widespread.
At Topeka, Kan., it is raging with
great violence, with snow a foot deej
and still falling, and drifting before
fierce west wind. All Ihe 'ailroidsto
the west are blockaded The blizzanl
is very severe in the western part of tbe
state. The mercury is ten above.
At Fort Wayne, Ind., a storm is raging;
since laet night. Street car traffic is en
tirely susnenced. The murcury is fall
ing rapidly.
A severe storm prevails at Columhun.
O. The storm broke at Cleveland this
morning . By nocn the street-car service
was demoralized, and the prospects are
tbe railroads will be blockaded before
morning.
At St. Louis the storm abated abont
noon, with four inches of slushy mixed
sleet and snow on the ground. Tele

Rio from Santos that the rebels hare
landed at Iguape, a town in Ihe state of
Sao Paulo, on the south bank of the
Iguape river, and are marching upon the
city of Sao Paulo, capital of the state of

From Rio Grande do Sul reports have
just been received that the government
troops have met defeat at Ombu. Three
hundred of them were killed and
their amunitiou of war and provis
ions captured. Ottici 1 dispatches re
ceived here today from Rio, bring
conformation of the attack of the rebels
upon Kictheroy and their repulse by
the government troops. The new com
mander of the British fleet has arrived
in Rio harbor.
The Branch Asylum.
Salem, Or., Feb. 13. For the purpose
of testing the legality of the legislative
act of lSt)3, as to w hether it is constitu
tional, an injunction is to be brought
against ihe location and erection of the
branch insane asylum in Eastern Oregon.
This time the injunction is coming front
Polk county, the complainant being A.
C. Taylor, a prominent and influential
farmer of Perrydale. The pape a in the
case have already been prepared, and
service will be had and suit will be com
menced before Judge Burnett this week
in Salem. W. II. Holmes and II. J.
Bigger, of this city, have been retained
as attorneys for Mr. Taylor and those
who are associated with him in the case.
The action is to be commenced at once,
the ot'jcct being to stop all proceedings
before any further expense has been
created before the governor, secretary
of state and statu treasurer shall have
purchased the site selected and taken
active steps looking to the erection oC
the necessary buildings.
