It is s current saying that panics or busi
ness depression like that of the ) at sum
mer, are of periodical occurrence and must
be ipected. To a certain extent this is
undoubtedly true, since continued prosper
ity in business tends to foster a speculative
era which expands the credit ot the individ
ual beyond that which his means will main
tain, and the day of settlement coming finds
him unprepared to liquidate and failure fol
lows. When the speculative faver becomes
general it must necessarily be followed by a
panic of more or less magnitude. It is in
the character of the failures of the year that
1N3 w ill go down into history as a peculiar
year, since there have been a greater num
ber of business interruptions in this country
than for any year in a long time. Whatever
the general cause of thete embarrassment.

and a loyal American I wish to oiler a few
ideas of my own on the subject of the an.
nexation of the Hawaiian Islands.
Oregon was rather backward about com.
ing forward and making a display appropri
ate to tier greatness at the world s fair;
now let her use whatever influence she pos
sesses in lavor of annexation and do some
thing for her country in this Columbian
year of grace.
There are some w ho eontend that the
islands are at,too great a distance from the
lulled States for annexation, but a cable
will be laid to them in a few years whether
annexed or not, and with a line of swift
steamers owned by Americans plying be-
tween ban rraneisco and Honolulu they
will, lo all practical purposes, be nearer the
seat of government and the home market,
and far more accessible, than was the Pacific
coast when the stars and stripes first waved
over its fuir valleys and wooded hills.
Again, there are those w ho say that it is
unconstitutional to acouire territory not
I contiguous lo the United States, butsurelv
(the purchase of Alaska is precedent for
such a step.
Not only is Alaska not contiguous but she
is separated from us by miles of foreiiru ter.

There have been weak spots here and there,
as the result of overcrediting and unwise
Iecu!aticn. bnt these have not been any
more numerous or general than in other;
years. The proportion of inherently sound j
concerns involved ibis year has been in ex-
annexed I Would be the last one to urge an
nexation. All that I say is said with the
proviso that they, the majority at least, are
willing and ready to cast off the shackles of
monarchical institutions and wear the badge
of freedom.
During the transition period from Sand-
wicliism to Americanization, while our gov

that the assets were 70 per cent of the lia
bilities. We look in vain for a duplicate or
this condition or things in the past ten or
twenty years. Sot only ia the number or
failures and the amount involved unusually
large, but the proportion of assets to liabili
ties is unprecedented. Usually the ratio is
headed or poisoned off, or as a last retort it
might be pensioned when Cleveland goes
out of office.
To attempt to rule over a country dis
tracted by these various miestiona would h
quite trying, particularly to a governor w ho
was in me nanit ot reiving on the president
or the United States army In time of trouble.

current year, was it as high as 65 per per

The high average of 70 Dr cent for th
current year is due to tbe fact that many of
me laiiures were without good cause. The
business was sound, the assets were equal
to the liabilities, and sometime much great
er, but there was difficulty of obtaining
reaay money as needed at the moment. This
was not because or any shrinkage in tbe
volume of money in the ronntry, but rather
oecause it was temporarily withdrawn from
its accustomed channels or circulation,
through a wantof confidence in the stability
or commercial values.
Indications point to a return or business
. confidence and with the ah undant wiiirrai
. or the country tor which there will be quite
a foreign demand on account or shortage
abroad, recuperation of trade and business
Jn general would be speedy could the coun
try but be assured tbat there would be no
.great disturbance in existing laws govern
ing trade and labor. If there is to be a
change of existing tariff laws the sooner the
country knows upon what it baa to depend
the sooner will business adjust itself to the
new conditions and place itself upon a re
- cuperative basis. So long as business men
feel that there is an uncertainty governing
trade they will endeavor to carry Just as lit
tle stock as possible, and capital is even
more careful to protect itself from losses in
cident to changed laws and conditions;
therefore the sooner the policy of the domi
nant party is made known and enacted into
laws the better will it be for the country. If
there is to be a cliange it is better to come
at once than to be threatening for a long pe
riod before it is enacted. Uncertainty
tive to the silver question helped to unsettle
the country, and continued uncertainty rel
ative to tariff legislation will prove even
worse in ita effects upon business.
