The EKTHtraist has niade arrangements hereby It will be enabled to publish the most reliable hop market reports pub lished on the Pacific coast this summer and fall. Mop growers hare found that tlie market reports in the Portland and San Fraiu-isc papers were entirely unreliable as regards hop quotations and many have suffered losses on that account. The Estkr raist will be supplied with quotations di rect from London, the central hop market of the world, by cablegram each week. We believe the hop growing interests of Clack amas, Marion and Yamhill counties will warrant this ertort to give concise and relia ble hop reports. They will be continued ntil the bulk of the hop crop shall be mar. keted. the, apparent success of the Homestead men ill overturning law, drunken street scrimmage between some onion, ml non union men, and the Wat was precipitated. It is diUloiilt h) r t th exact Justice due either vrty at sttuh a time as this, Most leopUi are inclined to sympathis with the cause of labor as against capital, but it ts not so easy to Justify a war of laboring men upon laboring men. When the union min ers in Hie Co'or d' Alene savagely massa cred a score or so of the non-union men who were doing their best to gel out of the country they forfeited whatever ol public sympathy Uiey may h had. Martial law is likely to prevail In that section for month, until the mines are all in full ope ration. Tim present situation of the "present owner" job In Clackamas oounty is an) thing but satisfactory. . It te very f lear that Hie work has not been done according to con tract ami that the county court acted loo hastily in the matter of paying for it. From the brief examination thus tar made Uie present owner books appear to be worthless if led in their present condition. But as bolh the contractor and the court understand that the Job is not yet IliiUlieit it would be premature to condemn the transaction as fraudulent. If the work shall be made aiwrdtug to contract and paid For accordingly it may safely be as serted that the county will get the value of its money In what it pays for. But the present owner books, in order to be correct, are yet to be made. Johx YV. Foster, the nealy appointed secretary of state, has been confidential ad viser to the !?orelry lor two years past. He has been an influential agent In the preparation and negotiation of the treaties recently enacted, and is thorotighlytognl ant of Uie reciprocity policy and the diplo matic relatione of the state department. Men ot all parties are agreed that It is one of the best appointments that could be made, and it was continue,! by the senate without even being referred to the commit tee on foreign relations 4 distinction usu ally accorded only to the nominations of ex senators. Till BILL BI N RKSKRVK. The Pretlttear Proelawatloa Withdraw Ih Piihlle Lamtt ft II. Wiisrkas, It is provided by section 9t, of th act of congress, approved March 3d, ISM, entitled, " An Act to reeal timtier cul ture laws, and lor other ptiroses," "That the president of th I'nited States may, from lime to time, set airt and reserv, In any stal or territory having public land hearing forests, in any pari of the public lands wholly or In part covered with timber or undergrowth, whether of commercial value or not, as public .reservations, ami the president shall, by public proclamation, de clare the establishment of such reservations and the limits thereof" ; And Whereas, the public lands In Uie slate of Oregon within the limits hereinafter described, are in part catered will) timber, and !' apiears that (lie public good would be promoted by setting apart and reserving said lands as a public reservation, Now, Therefore, I. Benjamin Harrison, Oregon City's Pros pee te. The deal that is just consummated where by th General Electric company, composed of the consolidated Thomson-Houston and Kdison Electric companies, obtain an inter est in the Oregon City water power is fraught with great possibilities for this town. The expenditure of $i5OO.O0O jn improvements here will In itself be important, but from the nature of th case that will be but a be ginning of a new era of prosperity, for It is merely by way of preparation for extensive manufacturing industries. . K very on of good judgment who has sewn the fails of the Willamette were Impressed with the capabilities of the situation. The arty day in the West were not favorable to the development of manufacturing and so for many years nothing was done to util ize the marvelous power running to waste here. Since the advent of adequate means of transportation more attention has been directed to this water power. A number of important factories are already in operation 'here but there has been nothing tike the full and systematic development that the situa tion merited. The new concern will be instrumental in bringing much money to the town and in releasing money now tied up by the com paratively sluggish movement of property. I teen scarcely be denominated a boom in the ordinary acceptation of the term. It has for its baas no new discovery or fancied dis covery.' "The setting in motion of the forces that everybody recognized will accomplish the whole thing. It is the carrying out of a design that in some form was bound to ma terialize that gives the new impetus and promises much for Oregon City. An enter prising public spirit and intelligent co-operation on the part of the people will bring the fullest measure of prosperity. Now the democrats and people's party are fixing up a fusion in Iowa by which the democrats will be riven the state others ami the " heaven-bon.s", as Dr. Carll calls the people's party men, the presidential elect' ore. n eaver is from Iowa and his party wants to boom him there. The democrats ol that state have n't a ghost of a show on state officers outside of governor so they are willing to sacrifice the Cleveland sentiment tor something really substantial at home. L... .--.! William Pimkrtoii, chief of the private detective business, is dyed-in-the-wool, red hot democrat. tara T. Hauser, largest owner of the mine In which the Ca?ur d' Alene trouble originated, is the millionaire democratic governor of Montana. If Car negie's republicanism is to be charged with the Homestead lockout what's th matter with charging th Pinkerton outrage and the Coeur d' Alene insurrection to democ upon th tract Of land reserved by this proclamation, ' ' ' In withers WHRREor, I have hereunto set my hand and caused the seal of th I'nl ted Htatea tot affixed, lon at th city of Washington, this lTth day of June In the year of our IawiI !kai.1 IK'S ami of lli ImlepeniUnceor th I' tilled State th on hundred and sixteenth. . Toe Ccor d' Alene Mining Trouble About 3000 miners in the Coord' Alene country of northern Idaho were in insurrec tion last week, and the state, militia and about 1000 regular troops were put in the field to quell the disturbance. Shoshone oonnty, in which that mining district is sit uated, was proclaimed under martial law and for about ten days its affairs have been administered by the military. The old disagreement about wages is at the bottom of this difficulty. It began last April when the mine owners refused to grant an advance in wages and shutdown their mines because the men would not work for the pay the owners were willing to give. The mine owners association baa been trying since to start and work the mines with non-union labor but at every stage it met the opposition of the union miners who demanded the advanced scale. There was more or less violence on various occasions but not till July 11 did the difficulty assume the phase of an Insurrection. .The union miners are determined that the mine owners shall pay the prices they demand or cease work in their mines. They have driven 400 or 500 non-union men, " " scabs," out of the country. Several non union men were killed and the others were glad to escape with their lives when the ri oting began. But matters have quieted down since martial law was declared and tome 500 of the rioters are now under ar rest. The Gcur d' Alenes are among the rich est silver producers in the United States. They have raised many a man from poverty to affluence, and, doubtless, will continue to do so. In the abstract there appears no special incentive to violence in the disagree ment between the mine owners and the un ion miners. But many of those miners are rough, passionate men, and they have felt that they jiossessed the country. The irtrainejrelation of mouthsthe new of Tut moutblngs of Senator Palmer over the unfortunate affair at Homestead has made the decent democrats heartily ash anted of him. Tm country people have voted to shut up their pigs but cattle still roam at large in Oregon City.
