Th atrocious eriin by which little llamie Walah of Milwaukee lost her lit on he afternoon of Jun , and the matter ot dealing with her slaver, hare kept th com munity In state of ferment ever since. The moment the murder became known it was evident that no effort ould be spared lo relieve th law of the work of punish ment iftbe wrotch who committed the bru tal deed should be found. He was found in the person of Charles Wilson, and he was lrnperly con fined in the Clackamas county j jail, in view of the certainty that a mob would attack the jail and probably be suo eessful in an attempt to lynch the prisoner, B.'ierirl Samson took him to Portland for aafe keeping. It was found that he was lu rq isl peril there and an attempt was made lo take him to the state penitentiary? Dur ing that trip the criminal escaped and ha it iow at large. There has been a good deal of harsh crit icism of Hi officers in charge of th pris oner from the time his confession became a matter of public knowledge. In some par ticulars this criticism teems merited. But th EsTianisa is of th opinion that Sheritf 8amson is unjustly condemned for taking Wilson to Portland. At an officer of the law it was his sworn duty to see that the prisoner was protected within the law. There as no. doubt that the prisoner would hav been lynched if he hail been allowed to remain in the Clackamas county jail. Lynching is as unlawful as any other Jorut of murder. And it waa to prevent the odium of lynching as well aa the danger attending such action on both tides that Wilson waa removed to a place that was deemed afe. It was considered a quie) nd proper way to avoid im (lending trouble. Th theriB had authority to do this. Such action it tv no means uncommon. Jn this action of Kamson's we see no impropriety. But when it was aacertshied that Wilson waa no safer in the Muttnoinah oounty jail tbaa here, and thai h was not likely to be safer in any other jail within reach, another courew (Iian th on pursued ihorrld have been taken. He was oiifesstdly guilty of a most revolting crime and was doomed to' die for it: therefore, while the officers whould have used every reasonable precau tion to protect th criminal ia their charge they were not warranted in taking the chances with him that they would with one who was not tnown to be guilty. And to it cannot be said that there is no cause for indignation that this desperate criminal should be carelessly carted about the coun try in order to shield him from punishment bal be richly merited. The officers could have discharged their full duty without taking th chance of liberating such a beast as Wilson. When they went dodging about from pillar to post with him the op!e think they voluntarily assumed responsibility not pot upon ihera by the law and th people are disposed to hold the officers to account accordingly, Constructively the prisoner was in charge of Sheriff Bamson ail the time, to he most abase with Kelly th disgrace of allowing Wilson to escape. The consequences of leaving bins in th daokama county jail Would probably not have been more harm- Ail to the community than the present sit uation of the cane. Of course it will lie daimed that the people caused Wilson to he thus treated by their determination to do an unlawful act and that the responsi Itility for the outcome rest largely with tliem. In a measure thia may be true: gtill, people who would be indifferent at the eommission of such a crime as this would not rank very high in the scale of civiliza tion. t The Tariff and Wages. J The Portland Telegram thinks it proves Hie protectien idea of the republicans to be 4 hollow mockery when there are Iron Wage troubles in some parts of the East and tliere haa been a cut of wages in the Carne gie works during the operation of the Mo- Kinley law. If the Telegram will take the point to investigate it will find that the Mc I. in ley law makes' a radical reduction in the customs duties on manufactured pro ducts of iron and steel. 8o if it wishes to dliarge such wage fluctuations to the tariff lw it will find the logic or the case to be (bit : Lower tariff, lower wages. When the republican policy of protection fat first put in practice there was not a ateel rail manufactured in this country and tt turn of our Iron manufacture! all told as almost too insignificant to mention. The tariff waa started high and immedi tjtely the iron business in this country be gan to develop. Four times since then, the republicans have reduced the duty on iron Bf oductt. Is ther any explanation oi their gigantic blunder that does not imply dod dering imbecility or cupidity? A reward of U0O would bring the man to light, dead or alive; and Sberitt Kelly can do no lesa than open hit purse in order to compass the re capture of thia desperate criminal and par tially atone lor bis appalling carelessness. But as there appeared uo positive evidence of dishonesty it was fair to assume that the doubtful cases were obscurv, by reason of incompetence and carelessness rather than by wilful dishonesty.
