" Our lirat alep " said Mr. Latour ette, "shall be to enjoin the city collec tor from selling the property according to his published notice. " The principal ground will I that of irregularity on the part of the city In the proceeding to authorise the improve ment and since. There will be several oilier allegations but we think this one sullicient. " Then Mr. Latourctte fell to discussing the merit of the case. He said when the matter first came up in the city council the object was not to make a metropolitan thoroughfare of Seventh street. Consequently no ob jection was offered during the prelimi nary arrangements. It was only when the design of making an expensive improvement became known that oppo sition began to be manifested. The property owners thought -too much was being attempted at one linie. They did not desire the improvement and be lieved they were not legally bound to uav for it. " If a man wishes a quiet home he ought to be allowed to have it and he ought to have iwwer to' prevent the improvement of streets that will bring the dust and noise of a liuny thoroughfare to disturb the quietude of his home. " Without pur suimt this line of argument to its logical conclusion Mr. Latotirette assured the reporter that the Seventh street delin quents were not opposed to improve ments but that they thought the work should have been done by easy stages three or four years consumed to do what has been done this season. Any way this particular improvement was of such general benefit that the whole city should pay for it. Contractor Peters now has fourteen teams and eighteen men on Seventh .street, which force could finish all the grading that remains to be done m three or four days if the weather would permit. All the sidewalk on both sides of the street between Molalla avonue and Center street is completed. Beginning at Mol alla avenue the first six blocks have .re ceived their first and second coats of gruvol and four blocks have been rolled. The first coat of gravel is on one more block. That loaves Bix blocks without any gravel yet. It will not take half as long to finish the grayoling, however, as it took to gravel the lirst half of, the work bo jause tho distance to draw gravel is less and it will be deposited below the I heaviest hill on the work. At present j tho chief work being done is changing i the course of the drainage channel that! crosses Hie street three times near tlio top of the hill.
