ORDINANCE NO.
An Ordinance proposing and sub
mitting by the City Council to the
legal voters of Oregon City, Oregon,
at the regular municipal election to
be held on the 7th day of November,
1922, a proposed amendment to the
Charter of Oregon City, Oregon, au
thorizing the City Council to levy an
annual tax of not over three mills on
each dollar of taxable property in said
City to pay" the interest and principal
of $15,000.00 of Fire Department Bonds
of Oregon City and to maintain a paid
fire department, this proposed amend
ment Ibeing an amendment to the
Charter of Oregon City as amended,
adopted and approved by the legal
voters thereof, at a special election
held May 21, 1920, entitled: "An act
to amend the Charter and authorizing
the City Council to bond the City in
the sum of $15,000.00 to secure funds
to purchase fire apparatus, and to levy
an annual tax of not over two mills on
the dollar of -taxable property in the
city to pay the principal and interest
of bonds, and to maintain a paid fire
department Bonds to run over 20
years and to bear interest at five per
cent preniimum, payable semi-annually.
Oregon City Does Ordain as Follows:
Section 1. This following amend
ment to the Charter of Oregon City is
hereby, proposed by the City Council
of said city, to be submitted to the
legal voters thereof, .for their approval
or rejection, at the regular municipal
election, to be held on November 7th,
1922, as follows:
That the Charter of Oregon City,
Oregon, as amended, adopted and ap
proved by the legal voters thereof, at
a special election held May 21, 1920,
said amendment being entitled, "An
act to amend the Charter and author
izing the City Council to bond the city
in the sum of $15,000.00 to secure
funds to purchase fire apparatus, and
to levy an annual tax of not over ..two
mills on the dollar of taxable prop
erty in the city to pay the principal
and interest of bonds and to maintain
a paid fire department. Bonds to run
over 20 years and bear interest at
five per cent per annum, payable semi
annually," be, and the same is hereby
amended to read as follows:
"An act to amend the Charter and
authorize the City Council to bond
the city in the sum of $15,000.00 to
secure funds to purchase fire appara
tus and to levy an annual tax of not
over three mills on the dollar of tax
able property in the city to pay the
principal and interest of bonds, and to
maintain a paid fire department.

Section 2. Whereas, Oregon City is
passing through a period of danger
caused by numerous destructive fires
and the additional money provided in
this amendment is necessary to pro
vide adequate fire protection and for
the peace, health and safety of the
people of Oregon City; therefore, an
emergency is ehreby declared to exist
and this ordinance shall be in effect
upon its passage,and approval. .

of the City Council held on Septem
ber 20th, 1922, at 7:30 o'clock p. m.,
and ordered published to come up for
second reading and passage at a regu
lar meeting of the City Council, to be
held on the 4th day of October, 1922,
at 7:00 p. m.

gon City in the sum of $9,093.79 for the
improvement of Sewer District No. 13,
Alley in Block No. 24, Twelfth Street
from the, east line of Main Street to
tne Westerly line of Center Street,
Eighth Street from the West line of
Railroad Avenue to the East line of
Main Street, Sixth Street from the
West side of ,Main Street to the East
line of Water Street, and to repeal all
ordinances in conflict herewith.
Whereas, the Council heretofore on
the 17th' day of March, 1922, and the
5th day of July, 1922, adopted ordin
ances providing for the issuance of
improvement bonds of said City in the
aggregate sum of $9,322.43;. and
Whereas, the aggregate amount of
said bonds should have been in the
sum of $9,093.79, as shown by the ap
plications to bond on file in the Re
corder's office; now, therefore;
Oregon City Does Ordain as Follows :
Section 1. In lieu of the improve
ment bonds heretofore authorized by
ordinances adopted by the Council on
the 17th day of March, 1922, and the
5th day of July, 1922, in the aggregate
sum of $9,322.43, there shall be issued
improvement bonds an the aggregate
sum of $9,093.79, said bonds to be in
denominations xf $500 each, with the
exception of one odd bond In the sum
of $93.79.
Section 2. All ordinances and parts
of ordinances in conflict herewith are
hereby repealed.

of the City Council held on Septem
ber 20, 1922, at 7:30 o'clock p. m., and
ordered published to come up for sec
ond reading and passage at a regular
meeting of the City Counc.il to be held
on the 4th day of October, 1922, at 7:00
o'clock p. m.

operator thereof, or some person un
der his direction, to open or close the
door of the cage- of the Public Eleva
tor of Oregon City whi?e the same is
being operated, or to in any other-way
or manner interfere wi tb the opera
tions of said elevator, providing penal
ties for the violation thereof and de
claring an emergency. ,
Oregon City Does Ordaiu as Follows:
Section 1. From and f.itef the pass
age of this act it shall be unlawful for
any person or persons, except the op
erator thereof, "or some person under
his direction, to open or close the door
of the cage of the Pulblic Elevatori
of Oregon City, while the same is be
ing operated, or in any other way or
manner interfere with the operations
of said elevator.
Section 2. Any person violating
any of the provisions of this ordin
ance shall, upon conviction thereof be
fore the Mayor or Recorder of Ore
gon City, be punished by a fine, nor
exceeding $50.00 for each offense, or
by imprisonment in the city jail . for
not to exceed 25 days, or by both such
fie and imprisonment.
Waereas, certain persons insist on
oprding and closing the door of the
cage of the Public Elevator while the
same is being operated, against the
objections of the bprator thereof,
and such opening and closing of said
elevator is a danger to the passengers
riding thereon, and to the preserva
tion of the health and. safety of the
people of Oregon City, requires that
this ordinance become operative at
once, therefore an emergency ia here
by declared to exist and this ordin
ance shall be in effect upon its pass
age and approval by the Mayor.

RESOLUTION.
. Resolution and notice for the im1
provement of Third Street, from the
Westerly line of Madison Street to the
Easterly line of. Jefferson Street, Ore
gon City, Oregon.
Whereas, pursuant to an orde of
the-, City Council of Oregon City,
Clackamas County, Oregon, heretofore
made, the City Engineer of said City
has submitted his report and filed In
the office of the City Recorder, plan?
and specifications for an appropriate
improvement of Third Street, from the
Westerly line of Madison Street to
the Easterly line of Jefferson Street,
Oregon City, Oregon, and estimates of
the work to be done thereon and the
cost thereof ; and
Whereas, such Rlans, specifications
and estimates are satisfactory to the
City Council of Oregon City, Oregon.
Wherefore, the said plans, specifica
tions and estimates are hereby ap
proved and adopted; and be it
Resolved: That it ia the intention
of the City Council of Oregon City,
Oregon, to make the said improve
ments, being described as follows, to-wit:
" The street shall be brought to sub
grade which shall be prepared accord
ing to the specifications referred to;
on the subgrade shall be laid a four
course macadam as shown In said spec
ifications', six inches at curb, nine
inches at center and 3-1 feet wide, with
6 foot concrete walks on each side and
concrete curbs according to plans.
When the street is completed it shall
be the established grade.
The City Recorder is hereby direct
ed to cause this resolution and notice
to be published as required, by the
Charter.
Passed by the Council at a special
meeting held September 20th, 1922.

An Ordinance, declaring the assess
ment for the improvement of Eighth
Street, from the Westerly line of
Main Street to a stone wall at the top
of the bluff n.ear Water Street, and
declaring an emergency;
Oregon City Does Ordain as Follows :
Section 1. The assessment for the
improvement of Eighth Street, from
the Westerly line of Main Street to
a stone wall at the top of the bluff
near Water Street, Oregon City, Ore
gon, has-been levied and declared ac
cording to Assessment Roll No. ,
new series, and the whole cost there
of is $1,711.37.
' Section 2. Whereas, the condition
of said street was and ia dangerous
to the health and safety of the public
and its improvement was and is neces
sary for the immediate preservation of
the health and safety of the said pub
lic, therefore an emergency is hereby
declared to exist and this Ordinance
shall take effect and be in force im
mediately upon its approval by the
Mayor.
