ditions and limitations of the' Acts of
June 9, 1916 (39 Stat., 218), and June
4, 1920 (41 Stat., 758), and the in
structions of the Secretary of the In
terior of September 15, 1917 (46 L. D.
447), and June 22, 1920 (47 L. D. 411),
