GOVERNMENT HELPS
STATES BUILD ROADS
Washington, D. C. Federal aid to
states in road building has resulted
m the greatest era of highway con.
struction the country has ever known.
From an experiment in 1916, when
Congress appropriated $75,000 to be
used over a period of five years to
aid states in road building, federal
aid has developed into a magnificent
certainty resulting in an appropria
tion of $209,000,000 by the democrat
ic sixty-fifth Congress. The appro
priation is on a "fifty-fifty" basis; to
receive federal aid, a state must ap
propriate an equal sum for the same
purpose.
Under this plan, in March alone,
110 new projects were submitted in
volving an expenditure of $17,558,
610.07 for 1,268 miles of highway.
For this the government aid allotted
is $6,739,839.11, as many of the
states are appropriating considerably
more than the equal sum required to
come within the provisions of the act.
Thirty-eight states are represented
in this road building boom.
At one letting, Pennsylvania recent
ly awarded contracts for the construc
tion of highways exceeding $2,000,-
000 in cost. Thirty-five thousand men
will be employed on highway work in
that state this year. If all the other
states, many of which have just as
extensive programs under way, em
ployed men m equal proportions, it
would mean that more than 600,000
would be employed on road work this
year.
The war demonstrated the vital
need of improved highways. Almost
ninety per cent of all the automobiles
in the world are running on the high
ways of the United States. Without
them, it would not have been possible
to handle the country's traffic during
the war-time emergency,' hence im
provement of the country's roads is
one of the. greatest duties devolving
upon the federal and state govern

greater profits on his products
through decreased cost of transpor
tation; for the city man, it means a
lower cost of living, greater facility
of ommunication with the sources of
supply, a reduction in the cost of
transportation, and to the whole
country a greater sense of security
in times of national stress.
COUNTY AND CITY GO
OVER TOP WITH "V" LOAN
Oregon City and Clackamas coun
ty are over the top with their quotas
for the Victory loan drive, which
closed Saturday. Although the banks
here and in the county guaranteed
the quotas, subscriptions from over
the different districts have been com
ing in during the past week to such
extent that the bank will only be com
pelled to carry $75,000 of the loan.
The quota for Clackamas county was
$400,900.
On top of the big subscription of
Dr. Strickland of this city Friday.
who subscribed $10,000 to the loan,
comes another larger subscription
from G. C. Fields, superintendent of
the P. R. L. & P. company, who sub
scribed to the amount of $12,500.
This makes Mr. Fields the largest in
dividual subscriber in this county,
and entitled to receive the prize of
fered by the loan committee for the
largest subscriber. H. C. Stevens
added another $5,500 subscription to
his already large holdings of the
bonds, making a total amount of
bonds held by him of $10,500.
Ives vs. Ives
Frederick A. Ives entered suit for
divorce here against his wife, Dor
othy May Ives, charging in his com
plaint desertion. The couple was
married November 11, at Vancouver.
Plaintiff asks the court to allow him
the custody of a minor child, and to
give him absolute divorce on 'the
above grounds.
New Trial Refused
In the case of J. W. Currin against
the Crown Willamette Paper com
pany for damages in the sum of
$1000, the supreme court refused
motion for a new trial, asked by the
company, and allowed the plaintiff
$1000 and costs. The mandate was
received by the county clerk Tues
day.
