VIRGIL L. CLARK, Attorney for Plaintiff. 1030-34 Northwestern Bank Bldg., Portland, Oregon. Oregon City Levy Declared to be Ten and One-Half Mills for 1916 Oreiron Citv's council met Friday evening of last week and passed an 'emereencv" ordinance declaring tne city tax levy for 1916 to be ten and half mills. As the law provides that the city cannot levy more than ten mills, the ordinance provides lor ten-mill levy for general municipal purposes and a half-mill additional levy for library purposes.' There is some doubt about the legality or tnis matter, and it may be taKen into tne courts. The council, at the recommenda tion of the street committee, author ized the mayor and recorder to enter into a contract with John Llewellyn for the construction of the Mt. Pleas ant walk at a cost of $287.50. Mr. TemDleton sprung a surprise on the council by intimating that in the construction or the allsview steps the specifications had not been followed. He asked the city negineer about it, and both City Engineer Mil ler and Councilman Andrews insisted that the specifications had been ad hered to. Mr. TemDleton insisted that he "had heard" there had been irregu larities; but was advised by Council man Albright to "forget it and build an elevator there." ReDort of the board of appraise ment appointed for sewer district No. 10 was submitted, and it then develop ed that two of the appraisers were property owners in the district. They will be paid four dollars a day for the work they did, but a new report win be sought. John Bittner, John Hum phreys and Charles Vonderahe were appointed as a new board of apprais ers to submit another report. The matter of the "lumps" appear ing in the new Main street paving along the side of the interurban tracks were discussed, and final action was put off till the regular December meetiner. The paving company, tne street railway company and the city engineer were expected to be able to get together on a plan for remedy ing the trouble by that time. Councilman Mever was absent, and Councilmen Long and Hackett, mayor alty candidates, were also among the missing; it being presumed mat tney were out electioneering. The Courier $1.00 per year. HOW TO HELP YOUNG Bradford, Englandjias Municipal Bur- eau that Does Good Work Writirto' in the Daily Commerce Rnnorta. H. C. Claiborne, vice-consul at Bradford, England, gives an inter esting description of some of the city work handled by the British commun ity in which he is stationed. Describ ing this work, he says: t.bfi manv noteworthy ea " . - Bradford municipal enterprises for children's welfare is the Juvenile Em nlnvment. Bureau. Bv an admirable i j system of cooperation between teacher medical officer, and employer, tne men tal and physical capabilities, as well as the predispositions of the boys and girls, are considered in connection with the opportunities offered in of fice or mill. "Three months before each child leaves school a card is sent to the education office, giving a record of health and school career and offering suggestions as to the kind of em ployment most suitable for tne case nnrlfii- consideration. A member of the district committee then calls upon the child's parents and in many in stances suggests a course at the city's nights chools, or makes an appoint ment with parents and child to call at the bureau, where full information re garding employment may be had. Specially worthy of note is the man ner in which employers have respond ed to the opportunities of the bureau; in fact., durinc the oast vear inquiries from employers were more numerous than from children. Thi scone of this work is bv no means limited to children leaving school, and perhaps one ot tne most important phases of juvenile employ ment in Bradford is the reconstruction of the cases of those who are dissat isfied and unsuccessful in their po rtions. The children's clinic and the open-air schools are coordinate wnn the employment bureau, and, by early diagnosis of defects and diseases, have nhtained excellent results in the pre vention and cure of disabilities and embryonic maladies. Numerous cases have been recommended to the juven ile board fer epen-air employment, and others are designated to report at in tervals to the medical officer in charge.
