THORNE i Republican Candidate for Governor Tells the People What he Stands for and What he will Work for To the Legal Voters of Oregon: I have filed my declaration with the Secretary of State as a candidate for the Republican nomination for Governor, and as the law limits the expenditure of each candidate for this office to fifteen per cent of one year's salary. I am compelled in order to abide by the spirit and letter of the law to avoid making an expensive campaign, and in order to reach the voters whom I will not be able to meet in person, I herewith submit through the press lor your considera tion the following: First: I stand for a strict and rigid enforcement of every criminal statute. Second: I favor equitable labor laws giving to the laborer just con sideration. Third: I am opposed to high and extravagant legislative appropria tions and the constant creation of sal aried boards and commissions which carry with them an army of em ployees to be paid by the taxpayers of the state. Fourth: I stand for the constant improvement of our public school sys tem free from extravagance, and should the Supreme Court of the United States declare a forfeiture of the lands now held by the Oregon & California Ruilroad Co., then and in that event I favor urging Congress to place those lands at the disposal of the Irreducible State School Fund of Oregon. Fifth: I stand for the permanent improvement of public roads from the market centers into the agricultural districts, the same to be built under skilled management, so as to get lull value for the money expended. Sixth: I favor a constitutional amendment allowing the Governor to veto any one or more items in an ap propriation measure without vetoing the entire measure. High tax levies are usually the result of excessive appropriations and experimental legislation, and the most effective cure for that abuse is to be more careful in the selection of your legislative members. I was born in Marion County, Ore gon, March 4th, 18G9, and was edu cated in the Public schools, McMinn ville College and the State Normal School at Monmouth, Oregon, admit ted to the bar by the Supreme Court in 1895, served five terms as Mayor of Oregon City, three years as Dep uty District Attorney, was elected Presidential Elector on the Republi can ticket in 1904, and County Judge of Clackamas County in 1906. I am deeply interested in agricultural pur suits, own and manage the Dimick Stock Farm at Hubbard, Oregon, and publish the Western Stock Journal at Oregon City. You can do the same here if you back your own paper. We wanted Mr. Long of the Argus to be the official paper of the farmers in this society, but he wanted $600 a year for it. And then we got it for nothing from another paper. "If you have this Farmers Society of Equity well organized you can have social affairs and you can dis cuss other matters and pass resolu tions. You can deal with the county court and here I want to say that of all the county courts in Oregon this one we have here in Washington county is the worst. ' Candidate for Representative and What he favors for Oregon I have been a resident of Oregon for 27 years. For the last 20 years I have lived on a farm at Beaver Creek. I have been a member of the Grange for 15 years, and was mas ter of Clackamas District Pomona Grange for 3 years. I am state pres ident of the Farmers' Society of Equity. If nominated and elected I will advocate economy in all appropria tions. Our state tax is much too high and I will fight to reduce it to the lowest limit consistent with the proper management of the various departments of the state govern ment. There are too many boards and commissioners and I shall endeavor f - j ,.1 r& 1 fJk to reduce the number to such as are absolutely necessary. As a member of farmers' organi zations I am familiar with their pol icies and demands, and I shall do all in my power to aid in securing such legislation as they desire. There are undoubtedly too many bills introduced at each session of legislature. It is almost impossible for members to give so vast a num ber proper consideration. I will fa vor any measure to limit the num ber of bills introduced. What we need is not more laws, but fewer and bet ter laws. I have always stood for Oregon's progressive laws, as enacted by the people through the Initiative and Referendum, and I shall always be on the watch for any attempt to cur tail the people's power along this line.
