U'Ren & Schuebel, - Attorneys for Plaintiff, The Massachusetts state board of health was last year directed and au thorlzed by the state legislature to spend $150,000 in Improving the Ne- pooset river, a stream which rises in the town of Foxboro and flows through six towns and three sections of the city of Boston before discharging Into Dorchester bay. The primary object of the improvement Is the remedying of the insanitary and unhealthful con, dltlons which have long existed, owing to the flooding of about 4,000. acres of land in five of the towns and a portion of the city of Boston during extended periods of each year. This flooding has been especially objection' able because of the discharge Into the river of many classes of wastes from paper mills, tanneries and other mills, which have not only driven out the fish, but, being deposited on the over flowed meadows, have given rise to very objectionable odors. The board of health has already pre vented the discharge of sewage into the stream, and most of the mills, tan neries and factories which discharge their waste waters into it have been re quired to Install filter beds and dispos al plants, and it Is Intended to elimi nate all such pollution from the stream by the time the contemplated rectifica tion and deepening of the main chan nel have been completed. The straight ening of the channel will reduce the length which Is to be treated from 12.900 miles to 10.317 miles. The chan nel will be excavated to uniform bot tom widths and slopes, being given a sufficient capacity at all points to dis charge the ordinary maximum run off of the tributary watershed, but not necessarily that of extreme freshet flows such as have occurred at inter vals In the past, for to entirely prevent flooding during these occasional Inter vals would Involve a cost for excava tion alone greater than the appropria tion and one which probably would not be justified. The actual work of construction Is expected to start this year, as soon as the flood conditions on the meadows will permit This work Involves the removal of approximately 190,000 cubic yards of mud and soft material, 150, 000 cubic yards of gravel and hard ma terial, and about 1,000 yards of ledge rock. One-half of the total cost of the work Is to be distributed among the towns and cities which are benefited In pro portion to the benefit to each.
