legations at Pekln, or even on the part
of the Chinese government that any
of the movements that would seem

Joseph Vacek, Jr., 17 years old, con
fessed that he shot and killed his fa
ther, a wealthy contractor, of Chicago,
and then sough? to blacken the mem
ory of the dead man by means of a
"black hand" note pinned to the
clothing of the corpse.
The strike situation In London as
sumed a more serious aspect when
60,000 teamsters and drivers of all
kinds of vehicles engaged In transpor
tation Joined the striking stevedores
and dock workers. All vehicular
transportation Is tied up.
Five thousand Chicago hucksters
kave "struck" and a portentous sil
ence broods over Chicago's alleys.
The city council having denied the
peddlers the right to cry their wares
the peddlers have vowed to starve the
olty Into a repeal of the muzzling or
dinance. Suit was filed by the United States
government In the federal court In
Columbus, 0., against six railroad
companies and three coal mining con

straint of trade and asking that the

ROOSEVELT SAYS HE
PREVENTED PANIC
Tells Committee He Approved
Steel Merger to Save
Country.
New York. Accepting full respon
sibility for his approval of the gob
bling up of the Tennessee Coal & Iron
Company by the steel trust during the
panic of 1907, Colonel Theodore
Roosevelt told the Stanley steel In
vestigation committee that the mer
ger was "necessary to save the coun
try from financial calamity."
The former president asserted that
fi. H. Gary and Hcncy C. Fr ck, who
visited the White House to secure per
mission to absorb the Tennessee com
pany, told him that it was the only
way to stop the panic. With old
time vigor and emphasis, Roosevelt
reviewed the panic. He declared his
one object was to prevent disaster,
For two hours the members of the
committee bombarded him with ques
tlons. In summarizing the testimony
at the close of the Investigation
Roosevelt declared:
'All the Information J. had at that
time and all the information I have
received since leads me to believe
that not only was my action Justified
but that I would have ,been criminal,
In my position as representative of
the people of the United States, had 1
failed to take such action.
Washington Cut Expenses.
Olympla, Wash. Complete figures
have Just been compiled by the office
of C. W. Clausen, state auditor, of
the money reverting to the state gen
eral fund by reason of being unex
pended at the end of the last bien
nial period, and they show that 1312,
S26 61 was turned back.
AMERICAN SECRETS SOUGHT
Army Private Said to Be Austrian
Count and Spy.
Indianapolis. Because of an affida
vit furnished by Miss Anita Dyer,
formerly of Phllpot, Ky Captain
James Watson, In charge of the local
army recruiting office, haB asked the
War Department to arrest Private
George Peters, said to be of the 135th
Coast Artillery, stationed at Fort To-
ten, New York, charging him with
being a spy In the employ of the
Austrian government.
The alleged exposure of Peters,
who, according to the Informants, Is
Count Wlndsch-Oraetz, of Prague, Bo
hemia, was made by Miss Pearle
Dyer, while trying to obtain 'his re
lease from the artillery corps through
the local recruiting station. Miss
Dyer says she and Peters are en
gaged.

son, United States Army, recruiting
officer at Indianapolis, In regard to
charges that Private George Peter,
of the Coast Artillery, Is a secret
agent of Austria. '

COURT ORDER ENDS
DES M01NER STRIKE
Des Moines. The Des Moines city
street car strike, with 600 men out,
followed by riot lasting all day, came
to an abrupt end when District Judge
Degraff Issued a mandatory writ of
Injunction at the request of the city
of Des Moines, directing General
Manager J. R. Harrigan of the com
pany to at once reinstate Conductor
Hlatt, whose discharge started the
strike, and also ordering members of
the street car men's union to return
to work.
The strike of the Des Moines Btreet
car men was directed against Gen
eral Manager Harrigan of the car
company, who refused to arbitrate an
agreement of ythree years' ago and
Uncharged Conductor Hlatt for insub
ordination. International Organizer Fay of the
Carmen's Union anuounced that the
union would obey the mandate Issued
by Judge Degraff and the men have
It'turned to work.
