Accepting full respon sibility for his approval of the gob bling up of the Tennessee Coal & Iron Company by the steel trust during the panic of 1907, Colonel Theodore Roosevelt told the Stanley steel In vestigation committee that the mer ger was "necessary to save the coun try from financial calamity." The former president asserted that fi. H. Gary and Hcncy C. Fr ck, who visited the White House to secure per mission to absorb the Tennessee com pany, told him that it was the only way to stop the panic. With old time vigor and emphasis, Roosevelt reviewed the panic. He declared his one object was to prevent disaster, For two hours the members of the committee bombarded him with ques tlons. Because of an affida vit furnished by Miss Anita Dyer, formerly of Phllpot, Ky Captain James Watson, In charge of the local army recruiting office, haB asked the War Department to arrest Private George Peters, said to be of the 135th Coast Artillery, stationed at Fort To- ten, New York, charging him with being a spy In the employ of the Austrian government. The alleged exposure of Peters, who, according to the Informants, Is Count Wlndsch-Oraetz, of Prague, Bo hemia, was made by Miss Pearle Dyer, while trying to obtain 'his re lease from the artillery corps through the local recruiting station. Miss Dyer says she and Peters are en gaged. Washington. COURT ORDER ENDS DES M01NER STRIKE Des Moines. The Des Moines city street car strike, with 600 men out, followed by riot lasting all day, came to an abrupt end when District Judge Degraff Issued a mandatory writ of Injunction at the request of the city of Des Moines, directing General Manager J. R. Harrigan of the com pany to at once reinstate Conductor Hlatt, whose discharge started the strike, and also ordering members of the street car men's union to return to work. The strike of the Des Moines Btreet car men was directed against Gen eral Manager Harrigan of the car company, who refused to arbitrate an agreement of ythree years' ago and Uncharged Conductor Hlatt for insub ordination.
