The measure pro vides that, beginning January 1, 1910, the rate of postage on all let ters mailed within the United States for domestic points, including drop letters, shall be 1 cent per ounce or fraction, v KIDNAPED BOY RECOVERED Willie Wbltla Is Returned to His Parents by Abductors Cleveland, March 23. Little Wil lie Whltla, who has caused the po lice of the entire country endless worry since he was kidnaped from school in Sharon, Pa., last Thursday, was returned to his father here at 8:30 o'clock Monday evening. In compliance with an agreement en tered into between the boy's father and an agent ot the kidnapers here the boy was placed on a streetcar on the outskirts of the city and started to the hofel shortly after 8 o'clock. Willie Is in perfect health. He says, he has been well treated, and ever since his capture has been constantly indoors. Mr.' Whltla ad mitted that he paid ?10,000 to an agent of the kidnapers. New Mexico's Governor Resigns. Santa Fe, N. M., March 23. Gov ernor Curry has telegraphed Presi dent Taft his resignation as governor of New Mexico. The governor stated tlrt although he had contemplated this action for several months past, the immediate cause of his resigna tion was that he had requested a leave of absence to go to Washing ton to talk with President Taft on matters of great Importance to New Mexico, not appertaining to state hood, but that Secretary Ballinger had answered that he should take up the matter by letter. FILIPINOS FEAR THE TARIFF Believe Closer Trade Relations May Affect Future Independence. Manila, March 23. The Philip pine Assembly is considering formal ly the tariff legislation now pending In Washington. It is planned to take up the question and to embody the views of the Assembly in a set ot resolutions which will be forwarded to the Filipino representatives in Washington. It Is expected that these proposed resolutions will op pose any action of congress tending In any way to alter the trade rela tions between the Philippines and the United StateB. It is manifest that a majority of the assembly fear that closer trade relations will lead to closer political relations, which will Interfere with the ultimate in dependence of the islands.
