should arrive before May 15. Upon
arrival of the placing apparatus a
scheme of mine, defenses w:ll be.

Other instructions advise that an
additional steamer for target towing

Local army officers state that the
department's action completes plans

ARKANSAS WANTS $3,000,000
EACH FROM HKEF FIRMS.
Little Rock, Ark., Mar. 2. Suits
have been filed here by the state
against the Cudahy Packing Com
pany, National Packing Con.pany,
the Morris Packing Company, Swift
& Co. and many others, asking pen
alties aggregating $3,300,000 each
for alleged violations of the state
anti-trust laws, laBt week upheld by
the supreme court of the United
States In the case against the Ham
mond Packing Company.
The state charges the companies
with being in an unlawful combi
nation to control prices and with
discriminating against their com
petitors from January 19, 1907, un
til February 27, 1909.
Taft's Secretary Dead.
El -Paso, Tex., Mar. 1. James E.
Leroy, secretary for President-elect
Taft while governor of the Philip
pines, and American consul at Du
rango, Mex., from August, 1903, to
March, 1907, is dead at the military
hospital at Fort Bayard, N M. He
was admitted to the hpspital some
time ago on the request of Mr. Taft.
He was a native of Ohio.
WOMEN TO. MAKE DEMANDS
March 23 Is Day Set for Descent
on Assembly.
New York, Mar. 1. The suffra
gettes, cheered by the fact tnat a
number of wealthy women have re
cently joined their ranks, are pre
paring for a demonstration that will
strike terror Into the heart of "mere
man." They have bombarded the
legislature with petitions and letters
until finally the leaders have been
felt called upon to make one slight
concession.
The chairman of the assembly ju
diciary committee announces that he
has arranged for the Judiciary com
mittee of both houses to meet in the
senate chamber March 23 to "hear
what the women have to say,"
The arrangements for the final
descent on the state capitol contem
plate the presence of 4000 or 5000
women representing more than a
score of suffragette organisations.
Two Cents to Newfoundland.
Washington, Mar. 1. Beg'nning
today, a two-cent stamp will carry
a letter from Newfoundland to the
United States, and vlee versa, In
stead of 5 cents as heretofore. The
reform Is said to be due largely to
the efforts of Dr. Wilfred Grenfell,
the famous missionary to Labrador,
who recently Interviewed President
Roosevelt and Postmaster-General
Meyer on the subject.

Sacramento, March 1. without a
dissenting vote the senate passed the
Wright-Stanton direct-primary bill.
The measure, which will be sent at
