An Ordinance Regulating and Licens
ing Bill-Posting in Oregon City.
Oregon City does Ordain as follows:
Section 1. It shall be unlawful for
any person, firm or corporation to
post, paint, tack, hank or distribute
any ad vertlslng matter, circulars,
hand bills, dodgers, cards, samples,
sample poples or other matter, bills
or dodgers used to advertise patent
medicine, patent articles, tobacco,
shows, tent shows, circuses, theatrical
performances or for any other purpose
for which advertising matter, signs,
tract the attention of the public with
out first obtaining a license therefor
from the city of Oregon City, as here
inafter provided.
Any person desiring to obtain a li
cense for such purpose shall pay to
the city treasurer the sum of $100 as
an annual license fee, and shall file a
receipt therefor with the city recorder.
The city recorder shall thereupon is
sue the license herein provided for,
but no license shall be issued for a
less period than three months; pro
vided that employes of any person,
firm or corporation who have obtained
a license as In this section, required
shall not be required to procure such
license.
Section 2. It shall be unlawful for
any person, whether licensed or not,
to post, stick, stamp, paint, nail, hang,
tack or otherwise affix or cause to be
done by another, any notice, placard,
bill, poster or advertisement to or
upon any sidewalk or crosswalk, curb,
orcurb-stone, lamp post, hydrant,
shade tree or trees, boxes, fence, gate,
gate-post or inclosure, awning or awn-
Ine post, hitching post, telegraph pole,
electric light or power pole or tele
phone pole, or for any person whether
licensed or not to post, stick, stamp,
or otherwise affix or cause to be done
by another any notice, placard, bill,
poster or advertisement upon any
building, wall, or part thereof without
first obtaining permission of the own
er, agent or occupant of Buch prem
ises, or for any person to distribute
on the streets, alleys or public parks
of Oregon City, by handing to or giv
ing to pedestrians passing along or
standing upon such streets, any post
er, advertisement, notice, bill or pla
card.
Section 3. It shall be unlawful for
any person to throw Into or drop on
or upon, or cause to be thrown or
dropped In or upon any street or side
walk any bill, poster, dodger, or other
advertisement.
Section 4. Any person violating
any of the provisions of this ordi
nance shall, upon conviction thereof,
be fined not less than three dollars
nor more than one hundred dollars
or by imprisonment in the city jail not
less than three days nor more than
fifty days or by both such fine and
Imprisonment.

At a meeting of The Fraternal
.Brotherhood held Wednesday night, 'a
number of candidates were initiated
into the mysteries of the order. Af
ter the business meeting, speeohes
were made by prominent members, a
bounteous repast was enjoyed and the
remainder of the evening was spent in
piuying cams ana uanuing. The
members ot tins lodge have inaugu
rated a membership campaign, and it
is their intention to initiate a class
of over 100 members some time dnriag
the first of December. At the meet
ing previous to the one above men
tioned, fifteen candidates were re
ceived into the local lodge.

Walla paper we take the following:
"Justice was not long delayed in
the case of Walter Lvons, arrested
Sunday morning on a charge of horse
stealing. He was arraigned this
morning before Judge Huneke, plead
ed guilty, and was sentenced to one
to five years at Walla Walla. :
The man Lyons referred to haa been
in trouble before in this vicinity
while living near Canhy, the charges
not being proven against bim at this
time sufficiently to conviot
