THE LIFE OF TRADE.
The last issue of The Courier con
talned over 1200 Inches of advertise
Ing. It was necessary to put out
fourteen page paper which would be
equal to more than sixteen pages of
the average eight column County
Weekly. It was, in other words, larg
er than any two other papers publish
ed In the County. The Courier
the largest paper published in the
State outside of Portland. This Is
something of a distinction for Clack
amas County and the peoplo of Clack
amas County are entitled to the credit
for their loyal Bupport of this news
paper makes its creditable Bhowlng
possible.
What does so much advertising
space, so much publicity by enter
prising business men suggest to you?
Publicity is the life of trade. It is the
stimulant that makes a community
grow and prosper. Locally it tends
to center trade In the home markets
It doesn't matter whether Clackamas
County money is spent In Canby, Es-
tncada or Oregon City or any other
Clackamas County town. The prin
cipal thing to realize Is that It is false
economy for us to send our money out
to fatten other localities. It makes a
healthful, prosperous community to
boost another. When you build up
by your patronage a local business
enterprise you are putting a few men
or a good many men In a position to
expand and develop County resources
When you make Clackamas County
towns business centers capable of
supporting considerable populations,
you also make home markets for the
products of the dairies, the farms and
the truck patches here. When Clack
amas County was a sparsely settled
community what sort of a market did
you have for your garden products,
your chickens and eggs, your small
fruits, your butter and live stock?
Hundreds of families are making a
living In Clackamas County on five
and ten acre tracts. They buy grain,
hay, feed, etc., from the larger farm
ers. If you are loyal to your commun
ity hundreds more of such families
can get a living from small acreage
tracts. Tho thing necessary to do is
to make your local market also your
trading place. You do not help your
community by selling your butter and
eggs to your Canby dealer and buying
your shoes from a Chicago mall order
house.
The people do not realize that
Clackamas County Btores are as well
stocked and carry as good merchan
dise as the stores of the largest cities
on the Coast. You do not believe it
now on rending this statement, but
think a moment. Where will you find
In Portland a house carrying as com
plete a line in house furnishing goods
as you will find In an Oregon City es
tablishment? What drug store In
Portland outclasses Oregon City, what
jewelry store, what gent's furnishing
shoop, what dry goods Btorc? Tho
department stores of Portland, to be
sure, curry a multiplicity of lines,
but in no single department Is there a
specially well selected stock. Their
goods aro not superior and their
prices, outside of the "baits" are ex
tremely high.
It is true that Clackamas County
dealerB are largoly If not entirely to
blame for the common belief that
money can bo saved by trading in
Portland. They have not given suf
ficient publicity to their business to
make tho public understand that ex
tremely large stocks of goods aro cur
ried here at homo and there is a gen
eral feeling that there Is not siilllclont
variety here to select from. Tho fact
that our stores aro well stocked must
bu held before our eyes, before nil of
us, coustuntly, for these outward Im
presslons ripen Into convictions.
Thoso 1200 Inches of advertising in
tho last Issue of tho Courier caused
somebody, who hadn't thought of it
before, to realize that Oregon City Is
quite a respectable- trading place. One
man'B half pago ad helped every other
business man in tho town. Taken all
together tliey had a tendency to
awaken peoplo to a realization of the
fact that Oregon City really has re
spectable and creditable Btores. Ore
gon City business men have it in their
power to make this town the busiest
market town ln the State and while
the foregoing may or may not be
written from the standpoint of self in
terest. Just think It over and possibly
you will conclude that there is an
Idea at the bottom of it.
PUT JUDGMENT IN YOUR BALLOT
Next Monday you vote. Don't be a
stick and don't be a machine. Think
where, you can mark a cross and do
your community some good. Don't say
it makes no difference and shut your
eyes as you go down the ballot mark
ing it indiscriminately. You know
what "Vote 'er straight" means. It
means that you are not supposed to
have sense enough to vote with judg
ment that you are simply to go to
the polls to give your consent to the
nogram fixed up for you. What is the
use for you to go to tne poies h you
are not to exercise any choice between
candidates. Are you going there just
to say by your ballot that from force
of habit and because your father was,
you are a Democrat, or a Republican,
or a Prohibitionist?
You are going to have your say
about hiring men to work for the
County the next two years. Every
man in Clackamas County helps to
pay these men their wages. Select
the best man for the job. You don't
care what the color of his hair or
what the shade of his politics. If he's
a populist and can give you the best
service for the money you are paying
him, give him the job. Let's get over
this notion that an unfit man should
have an office just because he belongs
to OUR party. Don't you know that a
lot of them belong to OUR party just
because there's a possible office in it?
Don't you know that a lot of these fel
lows who whoop it up for OUR party
wouldn't know the party from an au
tomobile if they say the two together?
Let us have an understanding that
this PARTY BUSINESS doesn't count
when we are hiring a janitor for the
Court House or a man for some other
kind of work In the Court House.
Don't you think a lot of these intense
partisans would be Populists or So
cialists or Prohibitionists if they saw
the coveted office in it? Go out Mon
day and put some good sound sense
back of your ballot. That's what this
County needs; sound sense and integ
rity in her citizenship.

WOMAN SUFFRAGE ONCE MORE
The woman suffrage amendment
is to come before the people of Ore
gon for the fourth time on election
day. Why should It be necessary to
vote upon this question every two
years? The suffragists know, as do
all womon, that when the majority of
women want a thing done, -that thing
will be done. Then why have they
for years been besieging legislators,
presenting petitions, working, arguing
and lately, fighting for their "rights"
as they call them? Because a majori
ty of women are not behind the movement.
This is not a man's question; it
Is a woman's question. Let the wo
men of the states decide that they
want a vote before you force it upon
them. Consult the women you know
and vote as they wish on this matter,
but vote, or the measure may slip
through by the Inattention of voters
or the carelessnes which will follow
the large number of propositions sub
mitted.

The convention of governors called
by the President, which held its sit
tings In the East Room of the White
House, has awakened the question,
which, however, never sleeps, of state
rights and centralization. Consider
able oratory was expended at the
White House and other places in
Washington during this three or four
days' convention and the expressions
"indestructablo states" and "Indis
soluble union were heard and cheered
n every side. It Is au old question-
but that does not prevent its being a
source of sontlmentullsm and bun-
come. The states have their func
tions and their province just as tho
provinces in the Republic of France
have and must have theirs; just as
municipalities must attend to their
varied local affairs. But he would bo
blind observer indeed who has not
seen that the nation Is growing more
and moro. And who has not observ-
d this evolutionary trend everywhere.
Many forces are at work to efface
state rights. The teachings of central
ization came not forth from Washing
ton. The peoplo of the country every
where are urgent for reforms and are
lopeless of securing them from their
states. When a state abandons its
authority over lands or streams, or
ther natural resources, for the sake
f getting nn appropriation from Con
fess for Improving them, it does it
ludly and the bugbear of centiallza-
ion has no terrors for It. Louisiana
gladly accepts national aid in dealing
1th the yellow fever, and illustrates
how naturally material benefit aris-
i superior to platitudes about state
ghts. Governor Glenn, of South
arolina, ts as strictly a states right
man as can be found in that rock
bound section of states rights, but he
anxious that the Government should
ako charge of tho Appalachian for
ests In his own and other states.
These are examples of how easily con
ditions knock out theories.
More than a billion of dollars was
appropriated by the Sixtieth Congress
before its adjournment, the 2;ird of
May. The xuct figures will not be
known for several days, but at pres
ent they appear to aggregate $l,o:'ti.
000,000. This Is tho largest appropri
ation ever reached by Congress in a
single session. Last year, when the
appropriations amounted to $ivi:t,000,
Olio. It was at that time the largest
amount ever before appropriated. The
appropriation this session will be over
eighty millions In excess of that great
sum of nionev.

It Is said that there is an understand
ing that Secretary of State Root, Is
either before or alter Taft's election,
to be appointed as Chief Justice of
tho I'nited Slates. There is, of course,
no vacancy In this oillee. Justice
Fuller, nppolnted by Cleveland Is an
old man and has a right to retire oil
full pay, but as far as Is known, he
has shown no intention of doing so.
No better appointment than Secretary
Elihu Root could be made. There is
no better lawyer or broader or more
brilliant statesman in the country, nor
perhaps has ever been.
His laugh resounds through the cor
ridors of the War Department; his
foot is on his native heath and his
name Is Tuft He Is fresh from the
tropics and optimistic with regard to
the Canal, which he says might be
dug lu three years aud finished, If It

My Dear Governor: You ask with
some scorn "Why should I quit the
race for Senator?" For the same rea
sons that you should not have enter
ed the race.
First. Because the Statement No.
1 principle has not yet gained a de
cisive victory, and until it does the
Republican legislature will not elect
you or any other Democrat. Only 35
Statement No. 1 Republicans were
nominated out of 75 candidates to be
elected this year. Unless the people
elect many more Democrats to the
legislature than they did two years
ago, there will not be enough State
ment No. 1 members of the legisla
ture to elect you, ven If you get the
popular vote in June.
Second. Because your influence
would be very much greater for the
election of Statement No. 1 members
of tho legislature if you were only an
advocate of the principle. Instead of
being also a candidate for the office,
and you would thus have greater in
fluence than any other Democrat In
electing Statement No. 1 members to
the legislature.
Third. Because as a candidate you
are representing to the people that
Statement No. 1 is sure of such a ma
jority In tho legislature that you will
he elected by that body if you get the
highest number of votes in the June
election. Every politician in Oregon
knows that Is not true, and thus you
risk defeat of the principle for the
doubtful chance of - gratifying your
selfish ambition to be senator.
Your public reference to my action
in the recent campaign and your
statement as to your own work for
Statement No. 1 require some further
answer. I do not wish to detract in
any way from the true value of your
service as Governor, though you prob
ably do not underestimate even that,
but as to Statement No. 1, your claims
are much greater than your perform
ance. In the campaign of 1902, under the
Mays law for the people's selection
of United States Senator, Governor
Geer defeated Mr. Wood by a major
ity of about twelve thousand votes. In
tho legislature of 1903 Mr. Wood pub
licly advised every Democrat member
to vote always for Governor Geer be
cause ho was the peoples' choice, and
therefore should be unanimously
elected by the legislature. You did '
not add the weight of your indorse
ment to Mr. Wood's advice, nor did
you then advocate applying the State
ment No. 1 principle to the election of
Governor Geer as Senator.
Again, when Senator Mitchell's
death in 1905 caused a vacancy, in
stead of appointing Governor Geer,
who was the peoples' choice by a
twelve thousand majority, or even Mr.
Wood, who was the choice of your
party, you went far outside the ranks
of tho reformers and appointed Mr.
Gearin. When you appointed Mr.
Gearin in 190.? you were not yet con
vinced that the Statement No. 1 meth
od of enforcing the Mays law for the
people's direct election of U. S. Sen
ator was a practical thing for a poli
tician, though you had been a mem
ber of the League which proposed the
law to the people in 1904.
In the Statement No. 1 campaign
of 1900 you did not make any great
effort for the principle. Anti-Statement
No. 1 Senator Milton A. Miller
is ono of your warmest Democratic
friends and admirers and he promis
ed some of tho Republican anti-Statement
No. 1 leaders that if they would
help elect him, he would never vote
for Jonathan Bourne. Ho was elected
and he did not. Senator Miller won
the nomination against a good Demo
crat who had signed Statement No. 1.
You did not lift you voice for the
Statement No. 1 man. That case is
a sample of your devotion to the prin
ciple of Statement No. 1 in 1900. I
could give other examples.
You were a candidate for re-election
In 1900, and I listened to yiur
masterly two hours' speech at Oregon
City, in praise of the work you had
done as governor, but you never men
tioned Statement No. 1. Neither qid
I hear of your spending time speaking
for the Statement in other places, and
I was listening.
It is very clear that you acquired
what my Methodist friends would call
a "saving conviction" of the righte
ousness and power of Statement No. 1
after the Juno election in 1900, be
cause you helped to organize the leg
islature of 1107 In its favor. Then it
was clearly good politics for a popu
lar Democrat to help Statement No. 1
if he wanted to be United States Sen
ator. Remembering these things, are you
not something of a pharlsee, a "Holier
than thou," when you accuse Mr. Cake
of being untrue to the principle be
cause he does not seek to elect about
35 Democrats and five Independent
Statement No. 1 candidates for the leg
islature, instead of 40 Republicans
who were nominated by tho Republi
can voters of theeir districts, notwith
standing their refusal to sign State
ment No. 1? You did not so much as
try to nominate Statement No. 1 Dem
ocrat Dawson against anti-Statement
No. 1 Miller two years ago, and there
were other cases. Is It only for the
good of the principle that you and
your friends demand that Mr. Cake
shall antagonize thoso 40 Republi
cans? Or Is it that thereby Cake
would be driving into tho Chamber
lain corral?
It. Is more than a year since friends
said to you that no man in Oregon
could do so much for Statement No. 1
as yourself aud only by declaring that
you would not be a candidate to suc
ceed Senator Fulton, and that you
would give all your Influence to the
success of the principle by working
for the election of none but State
ment No. 1 members of the legisla
ture this year If you had done that,
working for the nomination of Inde
pendent statement No. 1 candidates
against the successful nntl-Statemeut
No. 1 Republican nominees, and at the
same time had. employed your elo
quence In your party councils to per
suade your friends not to nominate
Democratic candidates for the legisla
ture, as Democrats, the victory this
yiar would have been so complete that
no one in Oregon would ever again
refuse to sign Statement No. 1. Then
there would be no doubt about the
next legislature electing a Democrat
candidate for senator if the people
should give him tho highest number
of votes In June.
We know that you are right lu

has occupied the office of Water Inspector of New York City
for the past fifteen years. He oarrles on an extensive plumbing
business at 610 lflth Ave. He is Post Deputy of Grand Knights
of Belgna Gelia Council Knights of Columbus, N. Y. He writes

palgn. He is risking defeat now from
Republicans who will vote for you be
cause they hope to give you the popu
lar vote in June, and defeat you in
January before the legislature.
They believe they can prevent the
election of a safe Statement No. 1 ma
jority, and I very much fear they are
right and that your success in June
will mean your defeat and the defeat
of the law in January. If this hap
pens it can only be charged to your
selfish ambition. You, above all other
men in Oregon, will be responsible
if there is a holdup In the legislature
next winter.
About the close of the nominating
campaign in 190G I charged Mr. Gake
with being a Standard Oil servant be
cause he had appeared as counsel for
that Company in the Supreme Court
of Oregon. A few days afterward it
was proved to my satisfaction that Mr.
Cake had been employed only as spe
cltl counsel in that one case an em
ployment which almost any lawyer,
even yourself, would have acepted be
tween 1896 and 1900. I was also as
sured, and I verily believe, that
neither Mr. Cake nor his law firm did
any other business with the Standard
Oil Company either before or since
that case was decided, which was
