NEW CHARTER UNDER WAY. Amendments Will Come Before Coun cil Monday Night. The city council will hold a spe cial meeting Monday evening for the purpose of taking action on the pro posed charter amendments that were agreed upon last night at a meeting of the charter commission. The re port of the sub-committee that has been been working on the amend ments for many months, was adopted with but few changes. If the council approves the amendments they will go before the people for final approval or rejection at the annual election oarly next December, but in the event of the council taking adverse action, there will be nothing done this year as 90 days' notice Is required In case the council rejects the amendments. The principal changes In the Ore gon City charter are taken from the Portland charter, and provide for an alteration in the manner of condemn ing property for streets. The system is about the same as that used by the county in the condemnation of prop erty for road purposes. The plan for Improving streets is also changed, abolishing the present plan by which the property 100 feet on each side of a street to be Improved Is to be bur dened with the cost. Under the sys tem proposed districts are to be cre ated as the street Improvements ap pear. The manner of electing councnmen Ib changed, providing for the election of two councilmen from each ward for a term of two years, and. three councilmen at large for a term of one year. The charter amendments authorize the council to refund or bond the v floating indebtedness of the city and to create a sinking fund. The expenditures of the city are to be limited to the revenues, and the charter makes it malfeasance in of fice for any councilman to vote for an expenditure of money for any purpose when there is none In the treasury.
