Corporal punishment will hereafter be
Inflicted only By principals, in the
presence of one or more witnesses, ei
ther before or after school hours and
on the day following the offense. The
teachers, and grade meetings shall bo
held at frequent intervals. The hours
of the regular sessions' shall be from
9 A. M. to 12 M., and from 1 P. M. to
4 P. M., except in the primary grades.
The first grade will close In the af
ternoon at 2:15 o'clock, the second
grade at 2:30 o'clock, and the third"
grade at 3 o'clock. In the mornings
the primary grades shall be in session
from 9 to 12 o'clock. The dally work
of pupJJs shall count one-third in de
termining promotion, and the standing
made in the examinations shall count
two-thirds in the final average of the
pupils. This rule has been reversed
from the rule in force last year.

TEACHERS STILL RESIGNING.
Two More Added to the Corps In Ore
City Schools.
Two more teachers were added
Wednesday night to the corps in the
city schools. Miss Retta Scoggan was
chosen teacher of the fifth grade in
the Barclay building, to succeed Miss
Maude Adair Rutherford, of Vancou
ver, who resigned, and Miss Helen G.
Abbot, of Portland, was elected in
structor of the ninth grade in the Bar
clay High School. This position was
created last June, and last Monday
Miss Snedicor, of Medford, was elect
ed to the place, but she had already
been engaged.
Miss Scoggan is a resident of Port
land, but formerly lived with her fam
ily in Oregon City. She went East
at the age of 13 years and was edu
cated mainly in Illinois. She taught
several months in Texas, and last year
was teacher of the school at Liberal.
She holds a Clackamas County first
grade certificate.
Miss Abbott is a graduate of Cen
tral High School, Cleveland, O., and
of Oberlin College, Ohio. She has
taught in the high school at Anacortes,
Wash., and last year had English and
history in St. John, Wash., also having
charge of that school a part of the
year. She has had considerable train
ing in literary society work and has
coached a basketball team.
The board of directors have adopted
new rules and regulations for the gov
ernment of the city schools. Several
Important changes have been made.
Perhaps Another Vacancy.
Another vacancy is likely to occur
in the ranks of the Oregon-City School
teachers, for Mrs. Viola M. Godfrey,
who was elected principal of the East
ham building at a salary of $75 per
month, has been offered the principal
ship of the Willamette school at a sal
ary of ?90. The direetors of the Wil
lamette school have agreed to elect
Mrs. Godfrey at this salary and will
meet this week to formally confirm
the offer. Miss Frances Myers, teach
er of the first primary in the East
ham building, who was elected to the
second grade in the Harrison school
at Portland, has not yet riotifced the
local board of directors whether or
not she expects to accept the Port
land position.

At a meeting of the board of direct
ors of the city schools Monday it was
decided to open the schools for the
Fall term Monday, September 3, which
is just one week from next Monday.
The work of kalsomlning some of the
rooms in both the Barclay and East
ham buildings is complete and other
renovations and improvements are fin
ished.
The corps of teachers was augment
ed by the election of Miss Stella Pen-
nick, of Portland, to succeed Miss Gus-
tena Randall, as teacher of the Sixth
and Seventh grades of the Eastham
building. Miss Pennick has had one
years' teaching experience in Idaho
and Eastern Oregon and holds a sec
ond-grade certificate in Multnomah
County. She has had two years' nor
mal training at the Oregon State Nor
mal of Weston, and attended the Uni
versity of Washington for one year,
and Whitman College, at Walla Walla
for two and one-half years.
Miss Jennie Mae Snedicor, of Med
ford, was elected teacher of the Ninth
grade in the Barclay High School at
a salary of $60 per month. She was
educated at the Michigan Normal
College at Ypsilanti, graduating in
1897. She has a life certificate from
Michigan and first-grade teacher's cer
tificate from both Oregon and Wash
ington. Miss Snedicor has had spe
cial preparation for work in English,
mathematics and hiBtory and some of
the sciences. Her teaching experi
ence covers iuu montns, ana tor six
years she taught in Fisk and Straight
Universities.

The body of a man who Tuesday
night told Chief of Police Burns that
his name was Rice, was found Wednes
day morning in a room at Anderson's
lodging house. He was taken to the
place Tuesday night by Officer Cooke,
who found Rice in a restaurant in a
deplorable condition, as he was dizzy
and frothing at the mouth, indicating
to the officer that he was a "dope"

at 7 o'clock Rice was called and he
failed to respond, and his room was
entered. He had been dead only a
short while when found, and was
taken to th morgue, where Coroner
Holman took charge of the remains.
In the pockets of the man were found
a complete "hypo" outfit, a bunch of
skeleton keys, a small burglar's jimmy,
a blank book with the name of Frank
Kelly on the cover, and 30 cents in
change. Rice was apparently about
30 years of age. He told the officers
that his people run a lodging house
on Third and Burnslde streets in Port
land. ' i
