Fair Bill.
The appropriation bill in which the peo
ple" of the Pacific Northwest are much In.
terested has finally become a law. The
bill proper carries an appropriation of
$475,000. The issuance of $250,000 in
souvenir gold dollars is also authorized.
It is expected that they will be sold at a
premium to bring the whole amount up to
something over J8ooo. If our Binger as
sisted in the passage of this bill, which
means so mu.h to Oregon, it would be
well for him to show us how it was done.
The fact is that had it not been for Taw
ney, of Minnesota, the .bill might still be

the Oregon delegation and yet Hermann is
asking for support next June. He need
not look to Clackumas county, as she ex

Keepiivg Good Cows.
Many of our Oregon farmers say they
cannot afford to buy the best cows.
They are mistaken. It is juBt as essen
tial to keep good cows as any other ani
mal. No maa can afford to keep poor
cows, and especially the poor man. If
rich man wants to waste his money in
poor cows, it is not quite so bad, bat
poor man must know better, or he can
not expect much profit. In order to
make headway, the poor man most keep
animals and use feed that will make
him a profit. You cannot afford to keep
single cow that does not make you a
profit.

Stops the COUGH and Heals the
MARKET REPOR1 .
Corrected to April IS, 1904.
OUTSIDE BUTTER READY TO COME.
Butter ia so cheap and plentiful and
they have so much surplus stocks in the
other markets that it will not be long
before this territory is invaded, unless
perchance the local quotations go to a
level where it will be unprofitable for
the outsiders to ship in'. - Most of the
valley creameries have already cut don
their highest figures to the 25 cent mark
but the Portland men still demand 80
cents for the products of the local cream
eries. Along Front street nothing over
25cent8has been obtained for several
days and a drop in these values is now
expected. The product of the local
creameries is always quoted 1 cents a
pound over those of the valley institu
tions. Free delivery and exchange of
unsold butter compel them to charge
this extra figure.
EGGS ARE VERY FIRM.
The egg market continues very fiim
with the receipts very much under the
demand. The figures of the leading egg
men in the city eeem to have gone wrong
somehow, for everybody expected a large
increase in the receipts with the advent
of the warmer weather, but the reverse
has been the case, and instead of values
touching the bottom of the list tbey are
now ruling very firm at the top. The
local demand for eggs is not over great,
but there is a sufficient call from the
northern markets to clean up everything
that comes. There is now a lull in the
cold storage operations on account of the
inability of the dealers to obtain suffi
cient stocks. Some of them are vainly
offering as high as 17 cents a dozen out
in the country, f. 0. b., but even this
inducement is not strong enough to
bring the eggB io.
CHICKENS ARE BLOW IN COMING .
Just why the receipts of chickens are
10 small at this time is not known, but
dealers along Front etreet are a unit in
saying that they have not seen such
small arrivals in years. The demand at
present prices is good, but beyond these
figures the consumption stops.
POTATOES CONTINUE FIRM.
lhe potato market continues its firm
tone the demand from San Francisco
being very brisk, one car selling yester
day in that market at $1.75. Local
dealers still fear that prices will become
so high that the demand and consump
tion will drop off.
MILL FEED IS ADVANCED.
The Portland Flouring Mills company
announced today an advance of fl a ton
In both bran and shorts quotations.
The market 1b very strong at the new
figures. The cause of the rise is the
shutting down of most of the mills on
account of the email demand for flour,

Two Rousing Speeches.
Two of 0 ir leading fellow citizens,
Judge Galloway and Col. 'Miller, took
an important part in the recent Demo
cratic banquet held at Salem. The sub
ject assigned to Mr. Galloway was "The
Bench and Bar of Oregon."
He first paid a slowing tribute to Hon.
F. X. Mathieu, of Marion county, who
took his stand with the Americans aa .
against the English and who lent his aid
and assistance in formulating the early
la s of Oregon. He spoke of those in
the Constitutional convention and of
thoBe members of the bench and bar of
Oregon in its formative period and that
the great majority of them were mem
bers of the Democratic party. He was '
proud of th6 part that the members of
his party had taken in upbuilding the
state of Oregon and that these men were
the peers of any who ; had succeeded
ttiem in the later history of the state.
He spoke of many events of historical
value and paid a glowing tribute to the
bench and bar of Oregon.
Col. Miller's subject was "Party
Loyalty" and was handled in an able
manner. According to the testimony of
those present it is seldom that such an
able address is heard.
He spoke of the division of the party
in 1860, when the divided forces pi
Democracy were lead by Douglas and
Breckenridge, and the years of defeat
that followed this disruption of the
party ; and now upon the threshhold of -
another great nationl campaign, we find
the great leaders battling against each
other instead of against their common
enemies. . We have a Bplendid example
of party loyalty in the Japanese people
in their united and heroic struggle
against the mighty forces of Russia. He
said that no Democrat was gi eater than
his party, or greater than the principles
of Democracy. That underlying the
best civilizations of tie world, were the
principles as announced by Jefferson
and carried into execution by Jackson.
They were grounded in the Ten Com
mandments, and were the vitalizing
force of the Magna Cbarta of England.
In the success of the Democracy lies
the hope of hnmanity, and to obtain
this there must be loyalty to Demo
cratic principles as well as loyalty to
party. In this struggle "for the great-,
est good to the greatest number" the
bravest and b;st may battle, and in
spired by these higher ideals, we mar
shal our forces for the coming contest,
