II 11 the opinion of some of the mili tary critics that the Japanese will have small show when they come in contact with tht world-renowned Cossacks at tached to the Russian army. The sug gestion is that the little brown men may he very successful in collisions with the Russian infantry, for then they will nave an even chance, but the moment they come in contact with the Cossacks they will be doubled up and tun over in short order. The Cossacks have a great reputation for cruelty, but cruelty in these da s is not synouomoas with effectiveness. If wars were conducted on the methods and principles that prevailed h.ilf a cen tury ago it is likely that the Japanese infantry would have a wholesome dread of the CuBsacka, and no doubt results would justify the predictions of some o( the military critics; but as a matter ot fact, the countenance of war hs changed. It wears no smile, it is true, but the time 1ms passed when commanders de pend on their cavalry as such. Fight ing on horstback and charging opposing armies and routing them by the weight and power of the onset are things of the remote past. The conditions of modern war ef are are such that if a cavalry charge were made none of the horses and few of the men would live to tell the tale of their des truction. Cavalry is still a very im portant branch of the service, and in our cwn army we have what is doubt less the finest force of cavalryrcen to be found in the world today. But when var ia on foot this body of cavalry would .serve, not as cavalry, but as mounted infantry, and tbey would be far more effective on foot than ou horseback. It was left to General Forrest, of the confederate army, to demonstrate to the world the way in which cavalry could be made effective in warfare . He employed horses in conveying his men from point to point, and was thus enabled to move with a celerity that the infautry could not match : but when the actual fighting was to begin his men were dismounted, and, with few exceptions, all nis victor iesand they were many were won his tnops on foot. It may be said, indeed, that General Forrest changed the whole conception of military men with respect to the cavalry arm of the service. He depended on the revolver and the carbine and his officers only wore f abers as a mark of rank. ' The usefulness of cavalry, as such, is confined to scouting and patrol service, and for these purposes it is indospensi ble ; but in actual fighting the horses are sent to the rear acd are useful only in conveying troopB very rapidly irom point t o point. FRANK BUSCil, The Housefurnisher movements; but the cavalry that charg es and goes into fight on horseback be longs to romance and ancient history, and the Cossacks will have very rude awakening if they undertake to repeat in Korea or Manchuria the tactics which they bare found to be effective in the pait. These tactics are effective in these days only when Unarmed and helpless Jews are to be massacred, or when riotous students are to be dispersed. But the Japanese are armed with long range repeating rifles, and with rapid fire machine guns, a"d if the Cossacks omit consideration of these things they will be heard of no more except in history. William J. Bryan has recently created considerable comment because of his announcement that the real issue of the campaign is a moral question, In this contention he surely ia right. The par amount queeiiouof the democratic plat form and the democratic campaign must be whether a few hundred men shall be permitted to furnish eight or ten million dollars for campaign disbursements and receive in return from the government the privilege, through protective tariffs, special legislation and their resultant trust combinations, of selling their goods to 80,000,000 people at an advance of 25 to 50 per cent above a reasonable price. The mind of man never devised a moie effective means through which to cor rupt a people's public officials and des troy a people than this system of im perial donation. We find high authority for Mr. Bryan's position that all great national controversies are in the last analysis moral questions. Matthew Arnold says: "Because those things right and wrong are really what do govern politics, and save or destroy in- quity, are the only real politicians."
