and chickens. Somehow, Dee's chick
ens gets on top of the hill.

Referendum is Valid.
Salem, Or., Dec. 21. (Special). The
Supreme Court today decided the case
of Kadderly vs. Portland, upholding
the validity of the referendum amend
ment and declaring that it 1b the, prov
ince of the Legislature and not of the
conrts to determine when an emergency
exists. The initiative and referendum
amendment is therefore a part of the
constitution. Under the construction
placed upon its language by the Su
preme Court, the Legislature can place
anv act in effect immediately bv declar
ing that the preservation of tbeublic
health, peace or safety requires that the
act shall take effect atone. The opin
ion in the case was written by Justice
R: S. Bean. It fills 36 pages of type
written legal cap paper, and discusses at
lengtn all the questions involved ana
quotes from a large number of authori
ties.
It was quite generally expected that
the decision would be handed down to
day and a number of members of the
Legislature were in the court room wheu
the court convened at 12 o'clock. The

laiion contemplated at this session, for,
under this deciaion. there can be no ones
tion as to the power of the Legislature
to put a remedial tax law into effect at
once and to, correct in the same manner
the defects in other laws.
CIRCUIT COURT NOT ENTIRELY AFFIRMED.
While the Supreme Court affirmed
the decree of the lower court, it did not
place its decision npon the same grounds
as did the lower court. The Circuit
Court held that the referendum was not
legally adopted, and that the legislature
bad the power under the old constitu
tion to put the Portland charter into ef
fect at once. The Supreme Court holds
that the amen lment was legally adopt
ed, and that under the new form of
emereencv clause the Legislature can
declare an emergency which will be
conclusive.

One Timbuctoo, said last week that
there vould be no Christmas exercises in
the Redland M E. church, as they all
seem to disagree in regard to it. Now
when I saw that I thought they had
troible, and was about to leave them
off nf my route for this year. But I
learned that it is all a mistake, and that
on account of much sickness in the
neighborhood ana the shortness of the
time to prepare the people decided to
have no public exercises this year.

might get a wrong idea, and to let. the
people of Redland know that I will be
around alright.
I know most people, but somehow I
don't seem to recollect Timbuctoo. But

The teachers of the Sunday school
and frrends of Mrs. Charles Moran gave
her a delightful surprise last Wednes
day afternoon". A pleasant time was
spent in music and con ve-sation and
dainty refreshments were served at 5
o'clock, alter which a beau'iful .china
salad set as presented to the hostess
in an appreciation of her faithful work
in the Kuaday school, she having been
superintendent during the past two
years. '
Y.M.C. A. Notes.
1 On Christmas Eve the intermediate
basket ball team of the Oreiion City Y.
M. C. A. will go to Portland to play the
hoys' Usui liuw that Association. These
two teams have been contesting for the
past two years for honors jof that class
and out of four games played, the Ore
gon City boys have succeeded in cap;
turing the glory for three of them. Both
teams are much improved since the
last game'and much interest and doubt
as to the outcome is worrying the local
boys.
On New Year's Eve the Portland
bovs will play a return game in Oregon
City and it is possible that an indoor
bateball game will also be arranged for
the lame evening.
Following these games there will be
a natch t igbt service in the parlors of
ne Association, nils service will be
ree to all and r liuious in character. A
number of the pastors of the city will
participatate and it is hoped that the
rooms W'll be crowded tj their utmost
capacity when the old year shall depart
and the new be ushered in.
Immediately after the holidays the
educational department will be organ
ized and classes started in book keeping,
shorthand, typewriting, arithmetic, etc..
also a gymnasium class for ladies.
Much interest has been manrested In
the work thus far and it is expected
that, notwithstanding the lateneea of the
opening there will be a good , work sc
complished.
