TRUSTS AND THEIR ENPLOYEES.
Tub Hon. Charles Emery Smith told
a Baltimore audience the other night
that there were only 185 trusts or com
binations, employing altogether only
about 400.00J wage earners. His au
thority was the census of 1900, taken two
years and a half ago. So alert a news
paper man as Mr. Smith does not often
use figures thai in no way cover the facts
of to-day.
Mr. John Moody, publisher of the
Manual of Corporation Securities, a
standard reference book with no politi
cal bias, gives a list of 287 industrial
trusts actually incorporated. This
list does not include unincorporated
combines, many of which are among
the largest and most oppressive monop
olies. The Anthracite Coal Trust, for
example, is not in Mr. Moody's list,
though it employs 150,000 men and ab
solutely controls the supply and price of
hard coal. Neither are the great rail
road mergers and pools, though they fix
( reight rates, and by discriminating
charges are really the most potent com
bines and partners of other combines.
Mr. Smith's 400,000 wage-earners de
pendent upon tiusts, combines and mo
nopolies of one kind or another may be
eafely multiplied by ten, and still be
well within the mark. The great rail
road and steel mergers, tbe anthracite
coal combine and the Beef Trust alone
employ not less than 1,500,000 persons.
A fact also worth noting about the 287
incorporated industrial trusts listed by
Mr. Moody is that 200 of them are un
der the sheltering wings of the tariff.
THE ISTHMIAN CANAL.
BRED IN THE BONE.
Attorney-General Knox has reported
to tbe governor. ant that there are no le
gal difficulties in the way of acquiring
title to the Panama canal. The Co
lombian government h '8 raised its ante
and now wants $7,500,000 for the con
cession through its territory, inetead of
$5,000 000 formerly asked. The build
ing of an isthmian canal, connecting the
two oceans, across the Isthmus of Pana
ma, is the one great work of the begin
ning years of the twentieln century. It
ought lo be put under way by this gov
ernment t an early date and pushed to
completion as soon as practical. For
more than fifty years it has been a
much-mooted question. All phases of
the question have been discussed in
congress and out, and the people are
ready for the work to begin under the
control and direction of this govern
ment. It is a great work, should be
honestly and well done, and when com
pleted should forever remain a monu
ment to the materialistic spirit of the
Americans of the twentieth century.
There is now, it seems, some prospect
that the wo k will be under way within
the next half dozen years.

We have great hopes as to the future
of the Courier and appreciate the good
words of our brethren of the Oregon
press. We have dedicated our best en
ergies to this enterprise, and would like
to see the circle of the Courier's influence
extended and make it even more suc
cessful in the future than it has been in
the past.

So radical a suggestion from so eminent
a Republican statesman deserves more
than a passing notice and shows the
drift of the Republican party towards
Monarchists and away from tbe rule of
the mass of people.
One thing was 'aettled definitely and
for all by the elections of last week.
President Roosevelt will be the nominee
of his party lor President to succeed
himself. The Democratic party could
wish for no better antagonist. He
stands for his parties creeds and isms.
He is loyal to all its Shibaloths and
stands as a defender of all its policies.
He has two more years to serve before
he goes before the people in Novernb er
1904. He is standing full in the light
that "beats upon the throne." No Vice
President who came to his office by in
heritance has ever succeeded to the
Presidency. Can Roosevelt establish a
new historical percident.
Labor organizations should incorpo
rate and attain a legal entity. They
would thus destroy the claim that they
cannot be dealt with because they are
irresponsible and cannot be made to
keep their pledges, they would accumu
late capital of great service in time of
need and the responsibility would serve
to prevent strikes without good cause.
TiiKKE is a difference of one-half in
the price charged the American retailer
for lead pencils and that charged the
foreigner for the same pencil . The price
to the American retailer is $4.50 per
gross; to the foreign retailer $2.25.
This is one of the beauties of the pres
ent tariff.
Some of the Northern newspapers have
made very siliy deductions from the fact
that Tom Johnson, of Ohio, struck a
man in the face who had called him a
liar. They assume that Tom resorted
to his fist in Bheer desperation over
the dread of a coming defeat of his
campaign and candidates. Some of them
ven argue that he became a bully by
the act, and forfeited the name of gentle
man by not inviting his accuser to sub
mit the issue to the strike commission
the Hague tribunal, or a board of arbi
trators chosen by mutual friends I
But Torn Johnson was born south of
Mason and Dixon's line, and that fact is
alone suflicient to explain his act. One
of the most amusing and amazing things
a Southern man sees in the North is

ble f pithets upon each other and then
parting to pursue their ways without a
blow passing between, or even offered.
Tom Johnson punched his accuser in
spontaneous obedience to the principle
bred in the bone through his boutheru
parentage and his education in South
ern piinciples that deal with personal
honor. With us, even by the terms of
the law, "the lie given is equivalent to a
blow," and juBtilies an assault and bat
tery of the "molitor manus imposuit"
order. We bolieve the man who will
not rcHent promptly and pugnaciously a
denial of his veracity probably suspects
his own truthfulness. Tom Johnson
took the manly and honestly impulsive
view and consequently Mr. Mylechrane
a wearing a sore mo-ith !
OUR TIMBER LANDS.
A great part of tha native wealth of
Clackamas county and all ol the Wil
lamette valley is its superb timber re
sources. Tub tires of the last summer,
denuding the land of its forest in cer
tain parts of this couuty and in many
other localities in the state and adjacent
territory, calls attention to the fact that
more strenuous and rigorous laws should
bo enacted for the preservation of our
lorest and its protection from annual
summer fires. Coast and valley people
,.,,iv ncit now fully appreciate the value
uf their Umbel resources. Nearly all of
the Eastern states have been swept bare
of their wealth of timber, in many in
btances tbe destruction has been wanton
and careless in the extreme. Pioneers
have too often looked upon the fotestas
an incumbrance to the soil, and have
burned and destroyed it without any ap
preciation of its future viae to the coun
try and the wealth its maintenance 'e
stows on prosperity. By all means legisla
tion sucking to more effectively cre for
and preserve the forests of this county

A new census of China shows a popu
lation of 400,000,000 souls an increase of
human beings in the Celestial Empire
of 10,000,000 in twenty year?. It is well
tuat tin door of the United States is
locked and barred to this constantly in

It is exceedingly easy at times to
write learnedly about things of which
we know but little. The Oregonian in
writing of the "Solid South" speaks
disparagingly of the colored race, refer
ing to them as "rape fiends" and dis
courteously of the young men of the
Soath as 'gilded youths" who "neither
toil nor spin." The South is Democratic
Its history and its traditions are Demo-'
cratic and its people are wedded to the
spirit of a broad and liberal selt govern
ment. All of the negroes of the South
are not rape fiends. The great majority
of them are honest laborers, building for
themselves homes for the future. They
vote the Republican ticket when they
vote at all. They are not competant to
vote nor qualified for government.
With the help of the white people of the
South, they are working out their
destiny as beBt they can. Thbir sur
roundings will improve and conditions
become better as the years go by . Their
future and its betterment is in th 1 hands
of the white people of the South. There
is no more of the "gilded youth" in the
South then there is in the North. The
young man of the South has learned to
work. He is taking his place and per
forming his part, in all of the walks and
callings of life. He is honest, he is
studious, he is laborious and he is win'
ning his way in the world by honest
labor. Many of the editorial writers ot
the North in writing of the South, and
the conditions that prevail in that glorl
ous country, are in precisly the same
condition as the negro preacher who
opened his sermon on Sunday morning
with the following verse, statement of
the sermon he was going to preach:
"Brethern," began the minister, "we
have assembled hereon the sacred Sab
bath Day to discuss great and Bacred
quostions. In 'the first place, I will pro
ceed to discuss some matters about
which I know a little and you know
nothing. In the seconJ place, I will
proceed to dischss mattters concerning
which you know a little and I know
nothing. We will then conclude with
elaborate dissertations on questions
about which none of us know anything."
It has been discovered that the rock
with which Cripple Creek, Col., is
paved, is a gold-bearing quartz which
will yield $20 per ton. Thus literally
the streets are paved with gold. This
will of course be ascribed to "republican
prosperity."

not yet ready to undertake the owner
ship of public utilities. Johnson is a
good Democrat, he is a useful and able
citizen, lie swings too far away from
conservative Democratic doctrines at
times, to make him a safe leadei . The
ownership of public utilities such as
railroads, telegraph and telephone lines,
street car and electric lines, mines and
canals, is not now Hn issue in American
politics. The government ought not to
be burdened to much with business
responsibilities. "The people are
govenr.ned best who are governed least.'
Combinations of capital, the remorseless
grind of corporate wealth under the
name of trusts and commanitiei of
interest may in the e.ul force these
questions more prominently into the
front of American politics. It is better
for the people as citizens and individuals
to manage the business affairs of the
country and government only to furnish
the machinery of govenment.
