The fact that the ill-fed, ill-clothed, badly housed part of a nation's popula tion drinks the most alcoholic beverages, should convince temperance agitators that their efforts must be useless as hng as the manufacture of paupers continues at its present pace: our civilization must improve before alcoholism will cease. Representative Babcock says the av erage profit of the steel trust on a ton of steel rails Is 14, and that one of (8 per ton would enable it to pay 5 per cent on its investment. This is probably an un derstatement, because the trust has been selling rails in England at $11 per ton net lees than its American price. In the course of 'h" House debate on the Urgent Deficit-icy Appropriation bill, Representative Cou'.r m,of Missouri, reminded congress that tlm war to sub jugate the pep!e of the Philippines has already cost the United States govern ment enough to construct the Nicaraguan canal a id to build 300 warships for the American navy. Speaking of government ownership of public utilities, we think there will be plenty of time to think of owning utili ties after the people own the government. As the matter now stands, J. Pierpont Morgan and John D. Kockefeller own the government. We believe in the public ownership of Morgan and Rocke feller to start with . Gnome's Weekly. Oil at $1 a barrel in San Francisco is as cheap as coal at $3.50 per ton, and now there i9 nothing to prevent that cily from entering into manufacturing on a large scale in successful competi tion with the Atlantic states. POLITICAL NOTES. There promises to be a lively session of the democratic county central com mittee on Saturday over the county ticket. Many of tho democratic wheel horses are in favor of putting up a straight democratic county ticket, not being satisfied with a state ticket only. It's hard to 'convince some democrats of the benefits to be derived from sup porting a non-partisan ticket, and tbey claim that the prime movers are either "soreheads",an i-Brownell men or want office. Whether they are right or not, something should be done to redu ce our tax burdens and t e county debt. There are always a few "black sheep" in every moyeuient of this kind, hut the majority ot those wanting a citizens ticket are honest and conscientious in the matter and are looking to the betterment of the taxpayer's condition. If we looked mo e tj the quality of the men than to their political faith we would have a much better government. Some of the straight democrats prefer defeat under the democratic banner to success un der a citizens ticket unless the taxpay ers reap some benefit. Some socialists think their party should not put a full county ticket in the field as they claim nothing, is gained there by, arguing that some will no doubt vote for the men on other tickets, and thj ticket will not make as good a showing as it would should part of a ticket be put up that would get the full strength of the party. Joseph E. Hedges or Sheriff J. J. Cooke can beat Brownell for state sena tor in Clackamas county. If the demo crats want to do it, let them put up their best man. Editor Courier-Herald : As the politi cal pot begins now to boil and again the talk is, "good men for office," the politi cal buzzards again hover around conven tions and street corners, and talk reform in our state and county expenses and talk for good men for offices. I ask. where are these eood men? What is wanted is good government, let the of fice seek the man, not the man the of fice. . Governor's salary from all sources $4250. State printing average for two years $73,232 65.. Total cost of statejiecretary $22,3-52.01. None of these officers could get $150 per month at any other business. The county is just as extravagant; cost of assessor's office, somewhere about $10, 000; sheriff's income in two years is a lortune, and all other offices in the same ratio. Now a man in this county with nearly 100 acres under cultivation pays $33 80 taxes, another with 50 acres pays $40, one with 8 acres pays $13; so you see the law is fulfilled as it reads, "the taxes shall be equal according to the value of property ;" fine equality I Horace Greely once said the way to resume specie pay ment was to "resume." A mass convention of the socialists of Clackamas county ii hereby called to meet in Willamette hall, Oregon City, Or., Saturday, the 8th day-of March, 1902, at the hour of 10 o'clock a. m., for the purpose of nominating a county ticket for the various offices to be filled at the election to be held in this state on the second day of June this year, and for the transaction of other business of interest to the socialist party. Let the citizens ticket contain a man of backbone and we are satisfied that one of the hold-over com missioners, Mr. Lewelling, will assist in reducing expenses when shown a way. American Modicum At the last session of the legislature a new law was passed in regard to the col lection of taxes, which law took effect on December 1st, 1901, and in substance is as follows : 1. If yon pay your taxes on or before March 15th you will be allowed a rebate of three per cent. 2. If you pay your taxes between March 15th and up to and including the first Monday in April there will not be any rebate and neither will there be any penalty or interest added. 3. If your taxes are not paid on or be fore the first Monday of April, they will become delinquent, when there will be added a penalty of 10 per cent, and the tax will also draw interest at the rate of 12 per cent per annum in addition to the penalty. 4 If you pay one-half of your taxes on or before the first Monday in April then the remaining half may run up to and including the first Monday in Octo ber following ; but if the last half of tax due is not paid by the first Monday of October, it becomes delinauent. - and ) there will be added to such balance, a penalty ui xo ptr cem, aim iu uuuiwuu, such balance will bear interest at . the rate of 12 per cent per annum from the first Mondty in April until paid. 5. On all personal property taxes, if one-half is not paid on or before the first Monday In April, the law compels the sheriff to levy upon and collect the same after May 1st, hence to prevent a levy upon personal property after May 1st it will be necessary for one-half to be paid as above stated. - 6. The law comp Is the Bheriff to Bell all lands on which taxes have not been paid, and that Fti-h sales shall not be field later than vlnrch 1st of the year succeeding the year in which the tax levy is made. 7. The property will be sold to the per son bidding the lowest rate of interest, and certificates will be issued therefor, and deeds given to such property sold unless redeemed within three years from the date of such sales. The 1901 assessment rolls have been receiyed at the sheriff's office and taxes are now being received as fast as ten dered. In making enquiries as to amount of taxes, if possible, give o whom the property is assessed and a de scription of the same. Dated this 25th day of Feb., 1902. J. J. Is ii therefore unjust that we also should uflVr for the benefit of those who are to In their eagerness to opon the gates of state prisons to incarcerated criminals, the governors of states and our presi dents, too, seem oblivious of the fact that judicial and executive leniency have often a tendency to promote some forms of crime. It has been noticed that bank robberies have greatly multiplied since the parole of the Younger brothers in Minnesota; they were professional bank robbers. In robbing a Minnesota bank many years ago they murdered the cash ier who had bravely defended his trust. Instead of being hanged a sentimental jury gave them life imprisonment, and after lapse of years a legislature was in duced to pass a special act to permit their exit from the penitentiary. Tho fact of their enlargement has been taken by their imitators as an official expres sion that modifies the turpitude of bank- robbing, and since it occurred there has been a regular epidemic of bank robbing, in which many lives have been lost and but few arrests made. San Jose Scale In Oregon City. Editor Courier-Herald : I am very sorry to note that this scale, one of the worst pests to fruit-growers and garden ers, is getting firmly established here in town and the surrounding country. I hepe everyone interested in fruit, shade or ornamental trees will do their best to check the spread of this dreaded pest.
