Lieu The railroad holdings in for
Land est reserves, sometimes called
Scrip, scrip, although the authori
ties here in Washington, say
it cannot be so designated, as exchanges
for these holdings must be by deed of
conveyance stand in the way of suc
cessful administration of the forest re
serves. It is impossible to approxi
mate the amount of railroad and other
holdings within the reserves, or how
much will be relinquished to the gov
ernment and lieu lands selected, be
cause no one knows what the railroads
or individuals will do. It is known that
neither individuals nor the railroads
will voluntarily relinquish some of these
lands, because' they are extiemely val
uable. The law providing for such re
UnqusBhment gave the holders the op
tion of remaining within the reserves or
taking lands elsewhere. After the rail
roads thoroughly examine the holdings
within the reserves, and decide what is
best for their interests, they will proba
bly make exchanges, leaving the- gov
ernment any poor lands and taking bet
ter land in other parts ot the country.
Settlers will do the same.
Edgar Stanton Macleay, whose con
nection with the Schley case led Presi
dent Roosevelt to request his resigna
tion as special laborer in the navy,
made foimal demand today for trial by
the usual navy proceedings.

Secretary Long has summarily dis-
missed Historian Macleav from his po
sition in the Brooklyn navy yard, but
he has appealed to the civil service de
nartment. Macleav is making is mak'
ing a vigorous fight against being turned
on account of calling Admiral bchley a
coward and poltroon.
The Portland water commission com
mission agrees to pay $2,00,000 for ihe
Albina water plant. '
Murderers Wade and Dalton, the
Morrow murderers, are sentenced to
hang in Portland on January 31st,
The Totem Club, a large gambling
house, was blown up by dynamite. The
building was more or less wrecked, ana
three persons were injured.
