Tiim batteries of the Morro Castle at Santiago were practically uninjured by successive bomdardmonts. This teaches us that a modern land battery, properly constructed and manned,is impregnable from the sen. The guns, which destroy ed Oervera's fleet in less than an hour, were not able in two months to demolish the six guns in the Morro battery. Had tl.e (inns been properly manned our blockading squadron would not have been ablo to keep in range of their fire. This means that our coast defenses can readily be made completely imnregnn ble that the strongest navy in the world could not stand for n single day in front of (he guns and mortars at Sandy Hook. THE MOM'GAGE. The mortgage is a sell-suppprting institution. Tho mortgage holds its own. It calls for just r.s many dollars when grain is cheap as w hen it is dear. It is not affected by drouth. It is not drowned out by the heavy rains. It never winter-kills. Late spring and early frosts never trouble it. Potato bugs do not disturb it. Motli and rust do not destroy it. It grows nights, Sundays, rainy days ud even holidays. It brings a sure crop every year, and sometimes twice a year. It produces cah every time. It does not have to wait for the market to advance It is not subject to speculations of the "bulla" and "bears" of the board of trade. It is a load that galls and frets an d chafes. It is a burden that the farmer cannot shake off. It is with him morning, noon and night. It sits with him at the table. It gets under his pillow when he sleeps. It rides upon his shoulder duiing the day. It consumes his grain crop. It devours his cattle. It selects the finest horse and the fat test steers. It lives upon the finest fruits of th e season. It stalks into the dairy where the housewife toils day after day and month after month ; and takes the nicest cheese and the choicest butter. It shares the children's bread and robs them of half their clothes. It is the inexorable and exacting task master. Its whip is as the merciless and cruel lash of the slave driver. It is a menace to liberty, a hindrance to progress, a curse to the nation. School Apportionment. County Superintendent Strange this week made the following apportionment of state school funds for the various dis tricts of Clackamas couniyat the rate of $1 20 per capita for every child of school age. Next week an apportionment of county school funds will be made, which will probably he something over $1.10 per capita. This will be tho last appor tionment of schnoi funds for the year lrt'JN.
