Is This Marringo Legal?
An odd case has come up In San
Francisco with regard to tlu legality
of a certain marriage. Two Califor
nlans, an uncle and a niece, wishing to
marry, found that the State law for
bade It within such relationship. There
fore, after consulting lawyers they
went aboard a tug which carried them
out to sen beyond the jurisdiction of
the State, and there they were made
man and wife. According to California
law the legality of a marriage depends
upon the law of tlie place where the
marriage Is contracted. It now re
mains to bo determined whether any
statute of the United States covers the
case, since, if the vessel was of Amer
ican register, the marriage took place
within tlie jurisdiction of the United

The ancient idea of flashing the Mf
en anit gutters of city street with
water ii being rigorously discussed in
many placet. In Englund it has come
into such favor that a proposition is
now put forward to supply the city of
London with sea water. The water
would be taken from the sea at a spot
not for from Brighton remarkably free
from pollution. It would be pumped
into a reservoir of 10,000,000 gallons.
Thence it would be forced into another
reservoir, from which it would gravi
tate to London. The present consump
tion of water in London is 200,000,000
gallons a day, of which 40,000,000 gal
lons is nsed for municipal purposes.
This might be saved for domestic fiur
poses by the introduction of sea water.
The cost of tho project is put at 2, 250. -000,
and the sea water would be sup
plied by meter for public purposes at a
fraction of the present cost of fresh wa
ter. One watering of the streets with
sea water is said to be equal to two, or
even three, with fresh water. It pre-
: vents tho decomposition of street refuse,
it is effective for flashing sewers, and
I particularly valunble for the. extinction
of fire. Of its value to hcnlth there Is
I no doubt, and it would be easy to sup-
ply it to hospitals and to schools for
swimming baths.

What is claimed to be a most re
markable weapon and one which Is ns

nary revolver for military purpose as
was the revolver over the old-time
horse-pistol, has been brought out by a
Berlin flrm. The construction of this
latest development In tl rearms manu
facture Is upon entirely new lines, so
far as regards small arms. Tho cart
ridges, wlilch are eight In number, nre
continued within a magazine lu the
grip. The action of the piece Is so rapid
that the eye cannot follow the move
ments, and the whole eight shots can
be fired before the first shell ejected
has struck the ground.
The cartridges are brought tr tho
front of thu breech lock, when tin lnt
ter Is moved to the rear In openliiK the
breech, and closing the breech places
the cartridge In Its proper position In
the firing chamber. The recoil at firing
drives the barrel and breech mnclian
Ism to the rear, the three friction rolls
of the rear link strike against the curv
ed butt and are forced downward, the
middle Joint of toggle Is raised and the
breech block recedes, taking with It an
empty shell by means of the extractor,
until the ejector strikes the shell from
below and throws It out, nnd the stir
plus momentum of the recoiling pnrtH is
taken up by the recoil spring against
which the friction rolls Impinge.
As soon ns the recoil, which Is so
eased ns to bo scarcely noticeable to
tho hand, is spent, the spring draws the
toggle link forward and downward, the
breech block pushes the tipper cartridge
Into the barrel nnd the firing holt Is ar
rested and held cocked by the sera.
The safety piece prevents accidents
when the nrm is not In action, otherwise
the pistol is always cocked and ready
for service.
The pistol weighs two and three
quarter pounds, with a six-Inch barrel,
und two and fonr-llfths with a seven
and a half Inch barrel. The projectile
weighs eighty-five grains and Is pro
jected by the cartridge at about 1.200
