A Mean, Wicked Thing.
Nkkdv, July 0, 1804.
Editor Courier: I will write you a few
lines about Needy. Well, crops look
tine, excepting to tho lice on the wheat.
We are a little uneasy but if the, hot
weather holds out we think It will drive
all the lice awav. The hop crop looks
very nice, doubly as good as lust year.
There is a yarn going on in this vicin
ity about a young man coming home
from Sunday school with a girl. The
author of it is an old tiling which is
always putting its nose in some one's
business. It bad bettor look at home
and the place it lives in, and talk about
ita one son who is in the pen at Salem,
and every one of its neighbors knows
what kind of a thing it is. It is a pack
of lies, which it (which is a church
member) has told around from time to
time about me and my folks.
The weather is nice for making hav.

Iiiirlug the last six moiilhs I lie board has pun-hased and ilnceil In operation s new pump, that
h one of tlie m-ist powerful that is in operation oil the Tactile eoasl and Is warranted to pum
1,000,000 giillous of water against u pressure of 300 pouuds to tho incii, every twenty-four hours
This pressure Is siitUcleut to give gojd servieo at Klyvllle where the highest elevation is found
eilher in the city or in Its suburbs. The contract price for said pump was f "ami, which we are re
liably informed Is very much less thuii aolual eoot and that we know Is several thousand dollai
less than any other bid, that we receive.l lor Iho eonstiucliou of one under tho same plans and
specifications. The other two pumps belonging to tho city have been repaired an! a a now In
oondltion lor good service, and wo can safely assert that Oregon Is the peer of uiiy lowu lur goodie-
liable water service, where direct pumping pressure Is used. All that is uov needed to place to city
1,1 condition to provent a tire from doing any more than a very small amount of damage, is a small
reservoir where a reserve could be maintained lor use lu case of an accident to iiuv part of the
works. With tliHl in view the Board has had ull the available sites for sucti n reservoir surveyed
aud after giving the advantages of each due consideration Hud that the only practiacble place
(where revenue would be obtained from the mains running to and from it, and where the interests
of tlie city would be best subserved) is In the neighborhood uf that part of the city known as
Klyvllle. and a site would have been purchased and a reservoir constructed lu that vicinity tiering
the last six months, but for the necessary fluids to do so, uud at the same tiiou purchase and lay
the mains running to it. We have therefore deemed it advisable to proceed and lay the neeessury
mains In that direction, and believe tlmt we will have sutlicient funds from the additional amount
of revenue that we will receive when the new main Is in service, and as wu do not expect lo be at
any further expense for repairs to pumps, tu purchase a site anil have u suitable leservolr eon
structed by the Iir.il of the year or shortly after.
We have mains on ueurly every street where there Is uny great demand for wali'r servie a
we are of Hit- opinion that the contemplated reservoir and tue necessary mains can bo constructed
and laid from the income of the works during the next year, and that the rule lor water service'
thereafter, can bo greatly reduced or tho revenue of said works over the operating expenses can
be used to assist in paying the city de'il. Tlie estimated income for Iho ensuing year is t-ViOJ.UO
while the operating expenses will be about t'HXi.uo besides tliu cost of reservoir and mains that
may be laid.
We have pun-hased dining the last i i mouths 'J-J00 feet of tight inch, tttoo feet ol six inch cast
iron pipe, and ono and one half Inch and M2 trhee-fourth Inch galvnaivod This, In addition
to MO feet of four and 370 of three inch pipe that was on hand at the timo the last statement was
submitted, has been nearly all laid ami will bo furnishing service lu about ten days.
As the lap-welded pipe from M.ilu street to J. (J. Allium would not ba strong euoi gh to with
stand the pressure uccessasy to pump water to tlie higher elevations of the city, we have been
compelled to lay an entire new eiht inch lualu from the pum. i over tne bluff on 21 street to
Center, down Center to Fifth, where wj h ive placed a regulator to govern the pressure on the
ttrst bench, and Irom It.ere have plaoed a six inch innln lo J. IJ. Adams street.
During the three years that the Board has had charge of City Water Works, they have pur
ohased and laid ISM feel ol eight inch, fttlti feet of si x Inch , 2906 feel of four inch, SOU feet of three
,iK-h. U1S li-.-t cf two inch, il:U feel of one aid one hill Inch, 3!S of one I mil and 2120 feet of
three fourth Inch water mains and pipes, m ikin lii. Jsl feet or a little over three miles of pipe laid
and paid for. The amount collected as revenue from the works during the same time is
f 14,7 17.35.
During Ihcse years the Board has endeavored to follow the policy outlined by tlieiu In the'r
first report, and while m ly have erred in Ju l;in--nt In n-garl to s une things in connection
with the operation of said works, still we feel as if the said policy has been successful, and has
been the means of giving the cily a water service eipiah-d by few and excelled by no town or
city, and at nn cost lo the city or the Inhabitants, except the payment for water service, tlut ia now
end has been less than in any other town or city ou the Pacific coast. lu laying of water mains-
while we have endeavored to put them wherever the people called for Ihem, still we have been
careful not in place them on any street or in any direction, where there was not prospective
revenue sufficient to warrant the expense ol doing on. Kespectlully submitta.
