POLICE & FIRE REPORTS
on Northeast Columbia Boulevard
at 17th Avenue involving a tractor
trailer and a van where both vehi-
cles were on fi re. Offi cers, medical
personnel and fi refi ghters arrived
at the scene and discovered one
fatality and one person serious-
ly injured. The driver killed was
37-year-old Jared Daniel Mack of
North Portland. He was driving a
red 1999 Ford E-350 van. The trac-
tor trailer driver that was critically
injured is 54-year-old Mike Rob-
ertson Harp of Tillamook, Oregon.
He was driving a 1999 Interna-
tional tractor pulling a 1995 trailer
full of US Mail. Harp drives for
Dill Star Routes, which contracts
with the US Postal Service. In-
vestigators learned that Mack was
driving westbound on Columbia
Boulevard. Witnesses described
his driving as erratic and that he
was driving in the middle turn
lane before crossing over into the
eastbound lanes where he struck
Harp’s vehicle head-on. Based on
the investigation, offi cers believe
speed (driving) and alcohol are
likely factors in this crash.

On Sunday May 17, 2015, at 3:17
a.m., North Precinct offi cers re-
sponded to the report of gunshots
fi red into a home in the 800 block
of Northeast Webster Street. Offi -
cers arrived in the area and con-
tacted the residents of the duplex
and learned that nobody in either
unit was injured. Several bullets
penetrated the walls of both halves
of the duplex and evidence of gun-
fi re was found in the street in front
of the home. At this time there is
no suspect information. The Port-
land Police Bureau Gang Enforce-
ment Team and Gun Task Force
are continuing to actively inves-
tigate gang and gun crimes in the
City of Portland.

On Thursday May 7, 2015, at
10:24 p.m., North Precinct and
Gang Enforcement Team offi -
cers responded to the Humboldt
Garden Apartments, located at
220 North Sumner Street, on the
report of multiple gunshots fi red
into a residence. Offi cers arrived
in the area and contacted the vic-
tim who told police that she saw
two African American males out-
side her door right before the shots
were fi red into her home. Another
witness saw the suspect running
northbound through the neighbor-
hood after the shooting. Both sus-
pects were wearing gray hoodies
and had their faces covered. There
were no injuries in this shooting.
On Wednesday May 6, at 11:33
p.m., a suspected fi red multiple
rounds at a group of people sitting
outside the same residence but did

not hit anyone. Gang Enforcement
Team investigators believe the two
shootings are related. Anyone with

On Wednesday May 6, 2015, at
5:11 p.m., Gang Enforcement
Team (GET) offi cers were pa-
trolling the area of North Albina
Avenue and Killingsworth Street
when they saw a two groups of
African American male teens in
the intersection involved in an
argument while blocking traffi c.
One of the teens, later identifi ed as
17-year-old Jordan Louis, reached
for his waistband as soon as offi -
cers pulled up to the intersection.
Other teens in the group yelled
“no” and “police” at Louis. Louis
saw the police and took off run-
ning as offi cers exited their patrol
car and began to pursue him, be-
lieving him to be armed based on
their observations. As Louis ran
from offi cers he dropped a hand-
gun onto the ground, picked it up
and continued running. Addition-
al Gang Enforcement and North
Precinct offi cers responded to the
area and set up a neighborhood
perimeter. Offi cers located and
Richard Magnett
Richard Francis Magnett passed
away on May 2, 2015 in Portland
at the age of 51.
Richard was born on April 18,
1964 to William and Irmgard
Magnett in Vancouver, Washing-
ton. He attended Central Catho-
lic High School.
Out of High School Richard
wrestled in places like Japan,
Hawaii and the Pacifi c North-
west.
Richard was married for 20
years to Tamara Magnett. She
passed away in 2012.
Richard worked in the auto
parts industry. He loved to ride
his Harley-Davidson and love
being with family and friends.
He leaves behind a brother, Ray-
mond Magnett and several niec-
arrested Louis a short time later,
but he no longer was armed with
the handgun. A K-9 Unit respond-
ed and assisted with a search for
the gun, which was located in a
yard near Louis’ arrest. During the
subsequent investigation, offi cers
learned that Louis recently joined
a street gang and had been shot at
in the past by rival gang members.
Louis was booked into the Donald
E. Long Juvenile Detention Home
on gun charges and a probation vi-
olation warrant.

University of Portland is set to host
Gilbert & Sullivan’s HMS Pinafore,
presented by Mock’s Crest Produc-
tions, a summer professional theater
company supported by the Universi-
ty. Mock’s Crest Productions is cele-
brating its 25th year with this come-
