Dear Editor,
At our homeowner’s associa-
tion meeting last week, Pembina
Pipeline Corporation (Alberta,
Canada) identifi ed which neigh-
borhoods they considered to be
stakeholders as they seek to ob-
tain a change in Portland’s en-
vironmental zoning. This would
allowing Pembina to build a pro-
pane export terminal at Terminal
6 (adjacent to Kelly Point Park).
The neighborhoods are: St. Johns,

These residents are the Portland
citizens most likely to be affected
in the event of a catastrophic ac-
cident 1) during rail shipment of
the propane from Canada to the
N. Portland facility or 2) during
transfer from hundreds of railroad
tanks to the proposed 33.6 million
gallon storage tanks, or 3) during
transfer of the propane to Asia-
bound transport ships, or 4) while
the loaded ship sits at the dock.
But building this terminal would
facilitate a host of additional fi nan-
cial, environmental, and ethical
impacts affecting every citizen of
our city, state, country, and world.
For example, note that ILWU Lo-
cal 8 President Mike Stanton (on
behalf of 500 Portland longshore
workers,) testifi ed before the Port-
land Bureau of Planning and Sus-
tainability (PSC), “Propane ex-
ports squander the port’s potential
by squeezing out rail capacity for
other cargoes, including Oregon
agricultural projects, containers
and more. Pembina’s promise of
jobs — other than a short initial
construction burst — is simply
false.”
The PSC will continue discuss-
ing the proposal at their March 17
meeting, and will ultimately make
a recommendation to City Coun-
cil. I encourage every citizen and

If our city’s leaders are serious
about long-term health and pros-
perity, they need to stop focusing
on short-term profi ts from rapid
fossil fuel development and export
and start engaging in serious con-
versations about our energy future.

M ORE C RIME R EPORTING I NFO
Dear Editor,
Thanks to the person that wrote
the article (Feb. 20, 2015 “Re-
porting all crimes to Police”, Page
6), however one VITAL bit of in-
formation was left out. Callers in
North Portland that dial non-emer-
gency need to press ‘0’ as soon as
the recorded message begins or
else their call will be routed along-
side calls coming in from as far
away as Troutdale. Will someone
please add this critical informa-
tion to the next addition of the St.
Johns Review? Pressing ‘0’ helps
area callers by limiting the time re-
quired to connect to a dispatcher,
but also alleviates the added frus-
tration of unnecessary wait time.
Also of interest is that the dis-
patch phone operators are NOT
‘managed’ by the same govern-
mental department head as PPD.
This may be a subject worth fur-
ther reporting...

Contest Rules:
For each issue the editor will choose two pictures to be used as either a Mast-
head or as a Photo of the Week. A third pictures may also be used as space
allows.
At the end of 2015 (most likely in November,) the pictures will be voted upon
by readers for which photo reader’s liked the best. The winner will receive a
$100 cash prize from the Review.
Pictures must be:
*Sent in high resolution (200+) and sent to reviewnewspaper@comcast.net or
reviewnewspaper@gmail.com in JPEG format.
* Pictures may be cropped (by the Review) to fi t the paper’s perimeters. For
photos appearing in the Masthead they need to be vertical more than horizon-
tal. Masthead pictures are 10.25” across, and 3” to 5” tall. Pictures of the Week
can be vertical or horizontal and any size.
* Pictures appearing in the paper must belong to taker of the picture, but the
Review has the right to use them in current and future issues.
* Color pictures are preferred, but outstanding black & whites might be used.
* Photos used in 2013 and/or 2014 may be sent and used again.
* If multiple photos are sent at one time by a photographer, the Review will use
judgment for the picture (or pics) we think will print best in the paper.
* Since this is a fi rst, these rules may change during the year, or more sugges-
tions and rules added. (We’ll learn as we go.)
* One vote per person. Voting begins in November where all the year’s pictures
will be re-shown.

resolution for printing presses. After placement in the paper and being printed
