"fotorfcnl Sodoy, ST JOHNS VOLUME 18 The High Bridge Project The following was presented to the County Commissioners last week: Portland, Oregon, Sept. 25, '22. Commissioners of Multiionmh County Sirs : As per request of your honorable body, we are cit ing a few reasons which will con vince you beyond any reasonable doubt as to the necessity of plac ing the St. Johns Bridge project on the ballot. Our first reason is the fact that n bridge at St. Johns will elimi nate to a very great extent the traffic problems that now exist. It will bo the direct line of traffic from the entire enst Bide of Port land to the coast. It will be a di rect connection of roads leading from all points enst of Portland, and a direct connection of the Upper and Lower Columbia Kiv cr Highways, the- greatest and most benutiful drive in the United States. This wonderfu scenic drive is the trreatcst advor tiscment that Multnomah county lias, tnereny drawing tourists am people from other states ami countries to Multnomah county. At tho present time the thousands of tourists that are coming to Portland over tho Upper Colum bia Highway and on tho entire cast side of Portland must either cross through the congested dis trict or cross on an inadequate ferry. Statistics show that the traffic on the Iiinnton lload or Lower Columbin Highway, as it is also known, is surpassed in number by only ouo other road west of the Mississippi lUvcr. The St. Johns bridgo will undoubtedly care for at least one-half of tho traffic, as it is moro on a direct line of trav el to the coast than any route es tablished at tho present time. It will relieve the congestion a great deal for another reason that every manufacturing indus try on the west side in the north erly part of Portland will be ahlo to send their trucks across tho St. Johns bridge instead of sending tliem over a bridgo that leads to the congested district. The elim ination of time lost by these man ufacturing concerns in making deliveries to tho cast side is an item which should not be over looked. Tho bridge will connect the manufacturing districts of REVIEW ST. JOHNS, PORTLAND, OREGON, FRIDAY, OCTOBER 6, 1922. NUMBER 48 both sides of the river. It will connect the retail center on a moro direct line with our Munic ipal Terminals, Nos. !1 and 4, where a great many foreign ships dock to load and unload freight. It will connect on a di rect line all travel from Vancou ver and the state of Washington with tho industries of the west side thereby eliminating a con siderablo portion of the down town congestion. Tho high bridgo nt St. Johns with frost or ice that traffic by ferry is reduced to a minimum, as no one will cross tho river by ferry unless absolutely compelled to do so. In order to ninko u de livery of a loud of oil, lumber or briquets from west sidu indus trial plants to St. .Johns or to any part of North Portland or Van couver, it is necessary to travel from 10 to 1.") miles further be cause these companies ore unwill ing (o take the risk of the dan gerous approach to the ferry. A Y. W. C. A. Notes will eradicate all the dangers bridge at the proposed point will that now exist on the indequate ferry system, winch was m vogue years ago, ami which is an ouso lete method of crossing tho wil linnet tc or any other river. Just a few of the accidents and near accidents that have occurred in tho past few months are as fol lows : The drowning of three young children m the latter part of last July, the death of A. M. Garrett on July 3rd, 1922, on the ap proach to tho ferry, also the death of Mr. Campbell on the ap proaeh to the ferry. The loss of horses mid wagons due to the conditions that exist at the prcs cut time. These people, who were killed and drowned were the sons of some loving father and moth er. Let us hope that you will not take upon yourselves tho blame for any accidents which may hap pen in the future at this place. l o.t cannot be blamed if you place this bridge project on the ballot. You are responsible for the public safety and you alone have the moans whereby you can place the responsibility upon the public. It is your duty to protect the life and property of tho people of Multnomah county, and the peo pie at large. A few days ago a touring car was on the approach to the ferry on the west side of the river, and tho mechanism of the auto refused to function. Tho id rm hell was ringing designating the approach ol a tram. The driver was dazed; ho did not know what to do, and another fatality was averted by the frac tion of a second, duo to the pre eucc of mind of some pedestrians wlio pushed tho ear out of harm's way by n very few inches. The cost of maintenance of the ferry would pay the interest on the amount of money used in the construction of a bridge. It will relievo the congestion of the down town bridges of at least n sixtlt of the trallle. It will bring the industrial portions of Port laud closer to each other. It is the means of connecting the re tail district with the lower har bor which the people have al ready shown by ballot as the proper terminal for loading and unloading ships. "We believe that the St. Johns High Bridge is as merito rious as any of the other propos ed bridge projcetH in regard to any and nil conditions. There fore we petition your honorable body to place the St. Johns High Bridge project on tho ballot, and let the voters of Multnomah County make the decision as to whether there shall be a high bridge at St. Johns or not. A good program lias been prepared by the Suim.iy school. The school will meet at 11) o'clock. After the opening exercises the classes assemble, after which the pro gram will begin. There wil he no regular church service. The pastor will give a short talk at the close of the program. Donald Green will lead Hndeavor. The pastor's theme for the evening service will be, "Does God Favor Warf" This will be dealt with in the liirht of historv and pres. cut world conditions. The Young People's Chorus, which sings at every evening service, is receiving much favorable com ment. The church roof was re paired last week in an effort to persuade the rain to stay out side. The men of the church are preparing to organize a Brother hood The Christian Kiuieavor Society, under th- leadership of l-illu Ackerman, is taking on new life. The Oregon Congregational Conference will meet at Corval lis next week. The St. Johns church will be represented. A Hoy Scout is a manly, self reliant chap. His motto is "Be Prepared," and the splendid rep illation which he has for render ing assistance to others whenever the opportunity arises proves the value of the training which he re ceives. A special meet ing of Troup f1, Hoy Scouts, will be held in the Williams school at 7:.'I0 p. in. on Thursday Oct. 12th. for the purpose of receiving ap plications of any boys who wish to join the troup. Plans will also be made for indoor and outdoor activities during the coming sea son. Hiking, swimmiug.signaliiig. first aid, knot tying and track ing are some of the most interest' ing features of scouting. During I lie past summer the boys of this troup have made hikes to the top of Larch Mountain, Beacon Rock and Rocky Butte. All boys be tween the ages of 12 and 18 years are invited to this meeting.
