The people of the l'eniti aula have the opportunity of vol ing for two local men for Conn ty Commissioner, which is the first opportunity of this nature, it is said, in the history of the Peninsula. Hoth candidates are worthy of their mipport. Tho spring is the time of the year when it is easy to promote improvements. The return of the nun. tho cheerful bird songs, tho revival of nature, should fill people with renewed energy. Many folks who ordinarily are indolent about manual labor can bo interested at this period to clrnu up their places and make them more attractive. Tho spurt of energy may he temporary, but it can bo reorganized and encour aged so as to create permanent gains toward order and beauty. First comes the idea of neatness. Clean Up Days and Clean Hp Weeks have worked marvels to improve American towns. People who have bene frittering away time in foolish and costly amuse ments, can often he induced to get out in the nice spring weath er and plant flowers and shrub bery. If you approve the Columbia Itiver Highway, the Interstate Mridge, tlie one hundred miles of paved county roads toirether with road development in every section of the county, the takiui: of the management of tho county farm nut of politics and putting it under the supervision ol the Oregon Agricultural College am thereby transferring an annual delleit of lo years duration into an annual saving of over $7000; the ro-orgam.ation of tho bus! ness methods ot tho county whereby order aud method pre vail where formerly ehaos ex isted; tho taking of the outdoor relief work of the county out of politics and getting the unpaid aud voluntary assistance of sin cere aud earnest men and wo men to hell) solve this most diffi cult of all administrative proh- ems; the building of the new county hospital (which has been most grossly misrepresented by those opposing me politically); if ou favor these things which 1 have either initiated or support ed aud for which 1 am willing to bo responsible, and if you favor a continuance id' the care and at tention which these projects aud relorms have required and tin fortitude and patience necessary to accomplish them, then I lie lieve that for your own best in terests as a citizen and a taxpay or tu .Muiutoiuaii I'ouuty, t can expect your support for re-olee tion, not so much for me person ally, but for the typo of county government tor which I stand. While of course every elVort must, be made at all times to keep both public aud private expenses to a mini mum, and already public pro jects have been curtailed, yet most people pay less annual taxes for tho support of our local gov ernment wherebv thov tret free public schools, paved roads, po lice and tire protection, tlie main tenance of courts of justice, the regulation of the public health. tlie care of the indigent poor.etc, than they voluntarily pay for tel- vphono service in tlii'ir Iioiuus. Sihoo that time this L'roat city has buon almost entirely rebuilt and today it is a strong, vigorous, healthy aud prospcrous city ; and yet for po litical effect only, our political critics here, in Portland, arc har ping upon tlie ncccsssary cost of a county hospital which is abso lutely vital to the decent nnd hu mane treatment of the poor, and the funds required to support our public schools. I am for progress and develop ment of our growing community consistent with sense and discre tion under all the circumstances and witli as few mistakes as pos sible. I hope I am constructive and not destructive; progressive and not reactionary; economical and not extravagant; optimistic and not pessimistic as to our fu ture, and that I have a real de sire and sulllcient ability to com potently serve the best interests of all of our people.
