Grants Car Line Franchise
The Multnomah county com
missioners Monday Granted to
the city of Portland and the
commission of public docks a
franchise under, which a street
car line may bo operated be
tween the tracks of the Portland
Railway Light and Power com-

4. located near St. Johns. The
franchise is for a period' of
twenty-five years, levokablc at
any time that the city and dock
commission fail to comply with
its requirements.

Sad Drowning of Little Boy
There were several inaccuracies
in the report of the drowning of
Lester Leroy Webb as published
last week. He was the son of
Mr. and Mrs. Harry Webb and
the fatal nccidentoccurred at the

woolen mills. The little boy

water had risen considerably and
a large number of carp were
among the high grabs'. The boy
had a pole in his hand and was
striking at the fish. The lad's

Last October tho publisher of
the Review decided that for n
period of six months tho paper
would be placed in the various
homos of St. Johns free of
charge. Tho main object was to
make every homo familiar with
the homo paper, in expectation
that people fretting used to hav
ing tho paper regularly would
.probably want to have it contin

plan for three months longer,
which was done, and with last
weeks issue the Review has been
delivered free in St. Johns for
nine months. In that time tho
cost of news print has advanced
about half a dozen tunes: ink,
distribution, etc., has also made
a marked advance in price. On
distribution wc have three men
who aro licensed distributors
employed and it takes practically
all dav Saturday to make the
distribution complete. Adver
tisers have found tho free paper
to be such a splendid advertis
ing medium that they aro loath
to have us return to a subscrip
tion basis, which of course would
mean a smaller circulation. Hut
the increased cost of publishing
and distribution is a problem to
bo fully considered. However
wo have decided to continue tho
free paper for an indefinite time,
but advertising rates will be in
creased to somo extent. Tho
coat for those advertising reg
ularly, however, will not be in
creased at this time, but all ad
vertising for a period of less
than G months will be increased.
The paper will bo placed in each
homo 113 heretofore, but all per
sons will be given an opportunity
to subscribe, with the guuranteu
that if tho free paper is discon
tinued at any time, for tho re
maining portion of the year the
paper will bo delivered by Uncle
Sam's carriers. Tho rate of sub
scription will bo one dollar per
year, when tho paper goes unci;
