A. Painton, local manager. Mr. Painton has been investigating these offors, but is inclined to rebuild in rort land if tho desired location can be obtained at a reasonable price. The Portland Chamber of Com merce is working with Mr. Pain ton to mako tho necesanry ar rangements. Plans for tho construction of additional storage oil tanks at the St. Johns municipal terminal of a total capacity of 10,000 bar rels wcro called for Saturday by tho public dock commission. Engineer Hogardt reported that many importers and exporters with whom ho has held confer ences recently advised that ad ditional tanks! bo provided at onco to handle the large quant ities of bulk oil and molassos which soon will come to this port. His recommendation that three of tho tanks bo of 2000 barrels capacity and four of 1000 was adopted. Tho commission de cided to present a bill to the special session of the legislature amonding tho present law pro viding for proceedings for an- nnvntlnn nf tnrritorv to a city. This bill eliminates much of the red tapo now rotjuirod beforo a vote can bo taken on annexation. Under tho present hiwv potitionH by 15 nor cent of tho electors of both tho city nnd territory to be annexed muBt bo filed beforo the city council can present an an nexation measure to tho voters. Another bill which tho legislators will be asked by tho dock com mission to pass provides that tho dock commission may oxpond money in dock developments outside tho city limits.
