About 7fi men aro in volved in the new scale, which practically means an average of $( a day of eight hours for the laborers. Labor olllcials stated that tho action of the commiss ion was based upon tho belief that tho men were entitled to better wages to meet the high cost of living. The pay is re troactive to September 15. It was Modesto, Cal., and It had not rained since March. A heavy downpour took place a few days ago.
