A dispatch from Salom to the
Portland Journal yesterday says
Holding that tho statutes do
not confer discretion on the
sunerintendent of banks or
tho state hanking board to in
diiiro into business conditions
and decide from that utan Jpoin
whether tho organization of an
additional bank in a community
is justified, Judge George G
Binuham the of Marion county
circuit court today upheld the
alternative writ of mandamus
sued in behalf of S. A. Mulkey
iiiii others interested in tho or
gaui.ation of a now hank at bt
Johns and ordered the state sup
orintondenl of banks to grant
the charter asked for.
Assistant Attorney Genera
Van Winkle announced this
morning that the state banking
board would continue to stand on
its demurrer to the writ, on
tlio ground that tho circuit
court has no jurisdiction in tlio
matter, and will appeal tho case
to tho supremo court us soon as
the judgment is issued by
lodge Bingham. Mulkey nud a
number of others were rofusei
chartor for a now bank in
St. Johns by Superintendent of
Bunks Will II. Bennett, on tho
ground Hint the Held was al
ready thoroughly covered ami
the organization of another bunk
was not justified, An appeal
was taken to tho state banking
HMird, which upheld Bennett in
lis decision. I hen the case
was taken into the Marion
county eiicuit court in order
to compel tho issuanco of
charter.

Approving plans for a sixtli
pontoon for tho St. Johns dry
ock, it having been determined
recently to undertake tho ad-
itional facilities, the Port of
'ortlaud commission lias adver
ted for bids on the construc
tion, to be opened July 10. In ad
dition specifications for a steel
hull, for the dredge Columbia
have been approved, and an
effort is being made to call ft r
bids on that to be opened a week
or ten days after the pontoon
proposals arc mused on. The
public dry dock has tho original
five pontoons with winch it was
placed in operation, and while
the facilities have not been over
taxed by any single vessel, it is
foreseen that with another pon
toon not only a longer vessel can
bo taken care, of but in hand
ling smnller carricis mora could
be lifted at the same time than
is now ossible.

Did you ever go to visit anyone who had a nicely furn
ished parlor but who neclected the dinintr room, bed rnnms
and all the rest of the house? Many take care of their
nomes in tins slipshod way. They can afford to fix up
their homes, but they just don't think, or olso their hus
bands are too stingy. If my homo were not fixed up right
thru and thru, I would complain to mv husband. WnnMn't
