When the boat crowded with
excursionists turned turtle in
the ChicnKO river and lJdOU or
more lives lost Saturday morn
ina of last week a thrill of hor
ror spread throughout the length
and breadth of the land. The
sudden ending of the lives of
those who anticipated a day of
measure and tlelicht. and esne
cially the mortality among the
women and little children was
most appalling. It is a frightful
cost to nay in warning shipown
ers to not overload their boats
and give more attention to the
welfare of their passengers and
less regard to receipts.

taking advantage of it. All along

A community is judged by its

practical proposition. By renson
of its location, the fact that the
city hall is available and adapted
for tho purpose, and tho caso in

tho Peninsula appeal to tho eter
nal fitness of things. While some
may concludo that farther up the

As a matter of fact St. Johns is
situated not far from tho center
of tho Peninsula and while tho
lower end has not been dove on
ed to any extent, yet it. is only a
matter of a few short years until
it will teem ond flourish with
business and industrial activity.
It would seem liko a wise step
to also install u police judge to
handle tho petty cases of tho
Peninsula. Tho polico court in
Portland is rushed practically all
tho time and a polico judge here
would be quite a help in reliev
ing that situation.
Arrangements should be mado
for handling street and sewer
assessments and permits of va
rious kinds here, and a polico
judge probably could take care
of this business during his spare
time. It is a nuisance to bo com
pelled to go to Portland proper
to pay street or sewer assess
ments, get a dog license, or in
fact any kind of a license.
Wo all havo sung

bettor lives.
Then thero is Lincoln, Gar-
field, McKinloy, who gavo up
their lives whilo sorving the na
tion, and our president of today,
Mr. Wilson, whoso every thot
is trying to keen our nation at

Wo can not all do great things
that will go down in history, but
