ed for a $900,000 crnin ware-
houae, any more than for a wool
warehouse, or a chittimbnrk
warehouse? In rushing into debt
for municipal warehouses and
other costly lines of business in
competition with private capital
the taxpayers take all the risk.
says the Oregon Voter. If the
municipal venture is successful.
it simply means that the taxpay
er has put up the capital instead
of private investors. If it is a
failure, the taxpayer has to pay
tho entire loss, with tho satis
faction of knowing that by vir
tue of undertaking that particu
lar line of business the munici
pality discouraged private capi
tal from investing its own
money for the same purpose.
When it was proposed to con
struct tho Cedar River dam at
Seattle for a lighting plant a
warning was given to tho coun
cil that tho chances were that it
would not hold water. An en
gineer of national reputation
gavo an adverse report, and
other engineers coincided with
him. But tho organs of the
"deer pcopul," howled like wild
Indians. The private companies
wero trying to throttle competi
tion. Evidence of fraud and
deceit wero found on every hand.
Tho municipal ownership advo
cates in tho council would brook
no delay. And tho "deer pepul"
believed, voted the bonds, and
tho dam was constructed. Tho
water was turned on but, nlaB,
the export engineers wore riirht.
Insofar as being of any practical
valtio is concerned that dam
might as well bo in tho middle
of tho Sahara desert. It is not
an assot it is a liability. Seattle
has millions in a broken down
plant, has to spend millions
more, and privnto corporations
aro supplying light ana power
cheaper than the city.

At the last session of the State
Legislature, a law was enacted, impos
ing a tax on all Merchants giving Trad
ing Stamps and other gift premiums,
which makes it absolutely prohibitive
for us to continue giving them.
This law goes into effect May 24,15.
There will no doubt be a long legal
fight in the Courts, testing the consti
tutionality of this law and jye do not
feel justified in trying to evade the law,
nor do we care to take the chance,
while this suit is pending.
Therefore when our present supply of Stamps is ex
hausted, we will discontinue giving them.
In the meantime we will endeavor to make our
prices so attractive that our Patrons will lose nothing by
reason of this change.
