( Is Doing Good Work It seems that Orocron has an other state official who believes a state institution such as the nonitentiarv should bo self sup. porting instead of a burden to the taxpayers. These aro the views of Mr. Lawson. the warden of the Ore iron penitentiary, and while he has only been in his present position lor two ycars no nas reduced the cost of keeping each prisoner from over 5200 a year to aboutf$160 per year. Tho old idea that all a public official in one of theso positions has to do is to spend his ailoted appropriation should be a thing of the past, and tho officials should be appointed for their ability to manage a plant of this kind from a business and money making standpoint and not for their adulation with some politi cal party. When this is done the taxpayers will begin to get relief from tho present high taxes. Tho penitentiary of Minnesota has not cost the taxpayers of that state a single dollar for years past, but on the contrary has been a big revenue producer for the Btatc, having turned over hundreds of thousands of dollars profits. The Oregon penitentiary with several hundred able bodied men and hundreds of acres of stale land at its disposal should bo a money maker for instead of a drain on the taxpayers. Htisi- nesH efficiency and not politics should govern its policies. We do not know Mr. Lawson per sonally or whether he has tho ability to finally carry out such a program but his ideas are right and ho has made a start with the balance on the right side of the ledger. He states that in two years he has in creased the number of Iiokh on tho penitentiary farm from Home 20 to 30 to over 200. Instead of buying $G0 worth of butter a month he has increased tho mini bor of cows ho that he now has butter to sell. Whenever he makes an improvement it is of concrete or brick so that it is permanent and will not have to bo dono over again. These ideas are right and the public should demand that these institutions bo run on this basis and tho sooner the old system is dropped tho belter. Why shouldn't tho manager of a stato institution ho required to show tils capabilities as well as the manager of any privato cor noration. Men of Mr. Law- son's stamp and ideas should bo insisted on for those nos Hons. Wo must havo lower taxes if our industries aro to thrive.
