What seems to us to bo the most vicious nnd pernicious measures on the ballot at next Tuesday's election arc the ones relatinc to public docks and wharves. It provides that all land on navigable waters in the state between low water mark and bank full stage shall revert to the state, except where docks arc now located. It is a plain instance of an attempt to con fiscate. It would take much taxable land from taxation, and leave possibly nothing in its stead. It would not prevent big corporations from leasing nil the nvaflablo water front, but rather makes it possible fo them to do so. This land proposed to be stolen from the property owners is to be leased to the highest bidders, preference given, how ever, to the party from whom the land would be taken provid cd he bid as high as any other party. The big corporations would be the ones in a position to lease the land, because they are financially able to bid the highest. The measuro would increase taxes to a considerable degree, because it would remove much valuable property from the lax roll, and it is highly im probable that any industrial con corn would feel inclined to lease wnler frontage from the state and erect sustantinl buildings tjiereon when the land could i c taken away from it after ton years. However, undor the pro visions or this measuro, if a cor portion did have the lemuiily to lease this land and build docks thereon, every ilvo years ap praisers would pass upon the amount of rental it must pay, which would make it a most dubiuous propostion for an in dustrial plant. The effect of the measure would likely be that Oregon would get no now Indus tries requiring water frontage, taxes would be higher, the own crs would bo robbed, and dis satisfaction nnd chaos in gen ornl would ensue. If this mens ur6 becomes n' law our city dock would not bo worth to ttxeeed $20,000, tho present value of the Btructuro.bccauso any municipal ity could take land it desired for dock purposes without cost. Certainly tho bill should bo de feated by n largo majority. Tho reason for thin action on the part of tho council is in compliance with the re quest of a number of citizens who deem it a most profitable investment on the part of tho city, since consumers in this city could thus secure water at ns low rates as in Portland. It would seem that this would he tho most happy solution of the water question. On top of this, tho home market will undoubtedly he good as a sympathetic reaction. Tho livestock markot.with the exception of hogs, is almost as strong as tho wheat. Gov ernment predictions on tho wheat acreago next year aro tho highest in tho history of tho country. Tho theory has been advanced by a member of the c tv cotmei that tho city should own its own electric ightlng plant, as well as water plant. It is said that the city of bugene has found it a most profitable thing to do, and there is a strong probability that tho council will tako somo definite action along this line in the near future.
