Section 25: Local authorities shall have no power to pass, on force or maintain any ordinance, rule or regulation .... pre scribing a slower rate of speed than herein specified at which such vehicle may be operated, or the use of the streets, roads and highways of this Stale, contrary or inconsistent with the provis ions of this act: and all such or dinancos, rules or regulations now in force are hereby declar ed to bo of no validity or ell'ect; provided, however, that the 10 cal authorities may limit by ordi nance, rule or regulation here after adopted, the speed of vehi cles on the streets within their respective corporate limits, on condition that such ordinance, rule or regulation shall also fix the same speed limitation for all vehicles, not to he in any case less than one mile in six minutes and on further condition that local authorities shall also have placed conspicuously on each main street, road and highway of tills btate whore the houiula ry of such local authority crosses the same and on every main Btreet whore the rate of speed changes, signs ot suihcient sixo to be easily readible by persons using tho same, bearing the words, "Slow down to - miles" (tho rate being inserted) and with an arrow pointing in the direction where the speed is to be reduced or changed: and pro vided further, that Mitid ordi nance, rule or regulation shall fix the penalties for violation thereof similar to and no greater than those prescribed by this act for violation of speed limita Hon by any vehicles; and pro vitieu lurihcr, that nothing in this net contained shall be con- struud as limiting the power of local authorities to make, enforce and maintain further ordinance. rules or regulations affecting vehicles which are used to carry the public lor hire.
