Tho City has filed a complaint with tho Commis sion which has now assumed all tho costs and burdens of a thor ough investigation necessary to tho establishment of adequate service and reasonable rales for water. Owing to tho sizo of tho plant and tho vast number of de tails to bo observed and studied, tho valuing of tho company's proporty. tho tests for nuritv of .water and ndequncy of service obviously requires a considerable amount of time on tho part of tho experts employed by tho Commission. Unless tho inves titration is thorough it would bo satisfactory to no one. For some weeks or more past tho engi neers and experts employed by tho commission have been in tho City of St. Johns conducting their investigation, and it will .not bo very long before tho Com mission will be ready to receive their report and to hear tho ev idence and then make their or ders fixing tho rates and provid ing for adequate service by tho Company.
