The council has decided to make a test case against the St. Johns Water Co. to ascertain whether or not it is the company's duty to low er the water pipes ut its own ex pense after they have hecn disrupt ed through the street improvement, and whether it is incumbent upon the company to furnish water de spite street improvement. This has been a much mooted question.
